This information was given by Shri Pratik Prakashbapu Patil, Minister of State of Youth Affairs & Sports in the Rajya Sabha today in a written reply to a question by  Shri Ambeth Rajan.

The Minister further stated that funds are being utilized by the concerned agencies in accordance with their financial norms. The work at all the sports infrastructure projects for Commonwealth Games is progressing at a rapid pace. 9 major competition venues have been completed and remaining  are in advanced stage of completion.  All the sports infrastructure projects will be completed well before the Games.  A statement,  showing the progress of work at various stadia, is given below:-

Preparation of Commonwealth Games

New Delhi: April 22, 2010

 

The Government has made adequate preparations for organizing Commonwealth Games-2010. The work at all the sports infrastructure projects for Commonwealth Games is progressing at a rapid pace. 9 major competition venues have been completed and remaining are in advanced stage of completion.  All the sports infrastructure projects will be completed well before the Games.  This information was given by Shri Pratik Prakashbapu Patil Minister of State of Youth Affairs & Sports in the Rajya Sabha today in a written reply to a question by Shri Kishore Kumar Mohanty

Development of Railway Infrastructure at Indo-Nepal Border

A Memorandum of Understanding has been signed in February, 2010 between the Government of India and Government of Nepal regarding development of railway infrastructure at five border points along the Indo-Nepal border.  The details of these lines with cost involved as per the survey reports is as under :

Sports Minister Sanctions Ex-Gratia Assistance to Shri Hiralal Shaw, Former Wrestling Player

New Delhi: April 22, 2010

 

Dr. M. S Gill, Union Minister for Youth Affairs & Sports has sanctioned ex-gratia assistance of Rs. 2.00 lakh from National Welfare Fund for Sportspersons to Shri Hiralal Shaw, a former Wrestling player who is living in indigent conditions.

Shri Shaw had played Wrestling at national and international level in 1954. Taking into consideration his financial position, the Sports Minister has sanctioned ex-gratia payment of Rs.2.00 lakh to Shri Shaw.

Under the Scheme of National Welfare Fund for Sportspersons, the Ministry of Youth Affairs & Sports provides lump sum financial assistance to outstanding sportspersons of the past, who are facing financial distress.

Travel Packages for Buddhist Circuits

New Delhi: April 22, 2010

 

Indian Railway Catering and Tourism Corporation (IRCTC) has planned to operate monthly tour packages covering important Buddhist Pilgrimage destinations such as Nagarjuna Konda, Ajanta & Ellora Caves, Sravasti, Sanchi, Kushinagar, Rajgir, Bodhgaya, etc. on demand basis.

Presently, two rail tour packages are operated by IRCTC in Orissa covering Buddhist pilgrim destinations, like Dhaulagiri, Khandagiri, Udaygiri, Lalitgiri and Ratnagiri. These packages are offered through regular train service.

Railways take Measures for Security of Passsengers

New Delhi: April 22, 2010

 

Policing on Railways is the responsibility of the Government Railway Police (GRP), which functions under the control of State Government concerned. Whenever any specific information is received regarding Terrorist/Militant/Maoist activities, Local Police/Government Railway Police and Civil Authorities are requested to provide security to the Railway track, Railway passengers and Railway infrastructure to avoid any untoward incident. Concerned Zonal Railway authorities are also intimated for necessary action on their part.

In addition to action taken by civil and police authorities, following measures are taken by Railways for security of passengers :-

1.       Integrated Security scheme consisting of CCTV Surveillance system, access control system, personal and baggage screening system and bomb detection and disposal system has been finalized for 202 important stations and the same is under implementation.

2.       Commando Training is being imparted to selected RPF staff to deal with insurgent attacks.

3.       Sniffer Dog squads in Divisions and Zones re being augmented.

4.       Under modernization scheme, security gadgets are being procured and the weaponry is being upgraded.

5.       Strength of RPF is being augmented. 5134 posts have been sanctioned. In addition to it, three RPSF Battalions. One commando training centre and 12 Mahila Companies have been approved in Budget 2010-11.

The other steps being taken by the Railways to protect the railway property from Militant, Maoists and insurgent groups are given as under :

1)      A high level co-ordination meeting with the State Home Secretaries, senior officials of Ministry of Home Affairs, Intelligence Bureau and Railways was held on January 21, 2010 at Rail Bhawan, New Delhi to improve security in Railways.

2)      Close co-ordination is maintained with GRP and Civil Police at District and State level to share intelligence inputs.

Decline in Consequential Train Accidents

New Delhi: April 22, 2010

 

Number of train accidents has shown a declining trend during the last few years. While, 115 consequential train accidents on account of collisions, derailments, fire in trains, manned level crossing accidents and other miscellaneous accidents occurred on Indian Railways in 2008-09, 100 such accidents took place in 2009-10.

Out of 115 train accidents in 2008-09, 22 have been inquired into by the Commission of Railway Safety and the balance 93 accidents were inquired into by the departmental committees. Out of 100 train accidents in 2009-10, 21 have been inquired into by the Commission of Railway Safety and the balance 79 accidents were inquired into by the departmental committees.

Human error is one of the major reasons for rail accidents. However, negligence of road users while negotiating unmanned level crossings is also responsible for a large number of incidents at unmanned level crossings.

Special attention has been given for training of railway staff in general and safety category employees in particular for their induction training, refresher courses and promotional courses at Zonal Railway Training Institutes. Zonal Railways closely monitor the performance and alertness of the running and operating staff. Safety drives are also launched at frequent intervals for this purpose. All possible steps area also undertaken on a continuing basis to prevent accidents by way of replacement of over aged assets, adoption of suitable technologies for upgradation and maintenance of tracks, rolling stock, signallng and interlocking systems etc.

More than 9200 Cases of Transferred Reservation on Railways During January to March 2010

New Delhi: April 22, 2010

 

A total number of 9293 cases of touts/anti-social elements purchasing tickets in fictitious names and selling them at a premium have come to notice during January to March 2010. Persons traveling on others' tickets in reserved accommodation are apprehended en route and charged by the ticket checking staff in the running trains, division-wise figures of such passengers are not segregated.

Regular and surprise checks are conducted by the Commercial and the Vigilance Departments at the reservation offices, at stations, and in trains. Persons, so detected travelling on others' tickets are charged as per rules. Railway staff, if found indulging in malpractices in connivance with touts, is taken up under the Discipline and Appeal Rules. Campaigns are also launched to educate the public to desist from purchasing tickets from unauthorized persons. Touting activities occur due to a gap between the demand and supply. To bridge this gap, special trains are run, new trains introduced and the run of the existing trains extended and their load augmented. In addition, the facility of e-ticketing has been introduced for easier booking of reserved tickets.

Railways have Sufficient Rakes for Coal Loading

New Delhi: April 22, 2010

 

Coal loading on Indian Railways grew by 7.23 per cent in 2009-10 from all sources. The Indian Railways have also made sufficient rakes available for loading of coal from Coal India Limited sources in the month of April 2010 (Period 1st to 15th ).

As per projection of Coal India Limited, the loading requirement of rakes is to the tune of 190 rakes per day in the month of April 2010. Railways have been supplying rakes as per their demand. However, Coal India Limited has managed to load only approx. 160 rakes per day from 1st April – 15th April, 2010. This was primarily on account of less loading in certain coal fields.

Mobile Reservation Centres

New Delhi: April 22, 2010

 

Two mobile vans have been introduced from January 2010 – one each in Delhi and Kolkata on pilot project basis. It is proposed to introduce mobile ticketing vans for issuing reserved and unreserved tickets in both urban and rural areas.

These being pilot projects, railways have used departmental vehicles and hired vehicles to serve the locations within the cities for checking telecom connectivity. Actual costs have not yet been worked out. These costs would include cost of hiring of vehicles, the cost of providing connectivity through V-SAT (Very Small Aperture Terminal) equipment in mobile vans deployed in rural areas where connectivity through GSM/GPRS (Global System for Mobile Communications/General Packet Radio Service) service provider may not work. This will also include the recurring cost of deployment of staff, payment of allowances, cost of generator, UPS (Uninterruptible Power Supply) etc. It would become possible to accurately determine these costs only after the scheme becomes fully operational.

Revenue earned upto April 15, 2010 from launch of two pilot projects for Kolkata is Rs. 24,95,409/- and for New Delhi – Rs. 13,62,658/-.

Railways Provide Doctor on 'Duronto' Trains

New Delhi: April 22, 2010

 

Railways have started a pilot project to provide doctor on Duronto trains. One General Duty Medical Officer and one para-medical staff with medicine and medical equipments including life saving resuscitation equipments will be deputed on Duronto trains to begin with on pilot basis. Doctors have already been provided on nine Duronto trains. This scheme has been started on pilot basis for one year. Necessary medical equipments, whatever feasible, will be provided on trains along with a Doctor and a paramedic staff. For the present, no charges will be levied on passengers for providing medical services on train.

Shri Sharad Pawar Calls for Enhanced Cooperation Among Various Stakeholders of Agricultural Research

Parliamentary Consultative Committee of Agriculture Ministry Meets

New Delhi: April 22, 2010

 

Agriculture Minister, Shri Sharad Pawar has called for enhanced collaboration between various agricultural education and research institutions and also close public-private partnerships in agricultural education and research.

The Minister was addressing Members of Parliament at the Parliamentary Consultative Committee attached to Agriculture Ministry. The Members discussed the growth of agricultural education and research, new initiatives and challenges in this area.

Shri Pawar said that the ICAR institutes, agricultural universities, State Agriculture Departments and other stakeholders should collaborate to prepare common plans and tap funding from various schemes. He also called for active interface between research network and the industry for application and flow of technologies from lab to the market place.

The Minister informed that course curricula of under-graduate courses have been revised and adopted by agricultural universities across the country. For the first time over 1000 academicians have been involved to revise post-graduate curricula to make them relevant and in tune with the scientific and technological advancements.

The meeting was also informed that the number of girl students in higher agricultural education is rapidly increasing. At present about 36% enrolment in agriculture universities are of girl students. In the XI Plan, two girl hostels are being set up in each agricultural university.

Emphasising that the agricultural graduates should serve as job creators, rather than job seekers, the Minister said, 'the agricultural universities should take up the noble mission of generating human resources that serve as job creators, rather than job seekers. The ICAR has already made a headway in this direction by establishing 220 Experiential Learning Units for hands-on practical training. The Units will provide skill development for producing self-confident and self-competing graduates who create employment opportunities in areas such as agro-services, consultancy, agri-business management, international trade, patent writing, post-harvest technology and processing etc.'

The Minister of State for Agriculture, Consumer Affairs, Food and Public Distribution Prof. K.V Thomas was also present in the meeting. MPs who participated in the meeting included Shri A. Ganeshamurthi, Shri Sharief-ud-din Shariq, Shri M. Krishnaswamy, Shri K.P. Dhanpalan, Shri Janardhana Swamy, Shri Hansraj Gangaram Ahir, Shri Gobind Chandra Naskar, Shri K.C. Venugopal , Smt. Santosh Chowdhary of Lok Sabha, Prof. M.S. Swamynathan, Shri Brijbhushan Tiwari and Shri Govindrao Adik , Shri Sharad A Joshi, Ms. Mabel Rebello, and Smt. Mohsina Kidwai of Rajya Sabha.
