Maoists get weapons from across the border: Chidambaram
New Delhi: Two days after Maoist guerrillas killed 76 security personnel in Chhattisgarh, Home Minister P. Chidambaram Thursday said the leftist insurgents were procuring arms from "across the border".

"There are bazaars across the border. You can always get arms from there. Where do you think northeast rebels are getting the arms from," Chidambaram told reporters.
"There are several places across the border where you can buy arms. You can Google check... You should visit these places if you have not," he said.
The home minister said India shared an open border with Nepal, Bangladesh and Myanmar through which the rebels were clandestinely smuggling weapons.

Food prices accelerate; rate hike near certain
Food prices accelerated for the second straight week in late-March, strengthening expectations of a hike in key policy rates when the Reserve Bank of India (RBI) reviews its policy on April 20.The food price index rose 17.70 percent in the 12 months to March 27, higher than an annual rise of 16.35 percent in the previous week, data showed on Thursday.
The fuel price index rose an annual 12.71 percent, a tad below the previous week's reading of 12.75 percent, while the primary articles index was up 14.50 percent year-on-year.
The Reserve Bank of India (RBI) unexpectedly raised rates in March by 25 basis points as headline inflation continued to remain above its perceived comfort zone of 5 percent for the fourth straight month.
India's chief statistician Pronab Sen on Wednesday said the RBI would have to further tighten monetary policy if prices continue to rise.
He has said inflation could cross 10 percent in March, higher than Febuary's reading of 9.89 percent, and then ease.
A Reuters poll shows analysts expect lending rates to go up by another 100 basis points between now and the end of December.
Traders expect benchmark 10-year federal bond yields, which crossed 8 percent in March before retreating, to hit an 18-month-high of 8.5 percent in the coming weeks.
India, the world's second fastest growing economy, is expected to grow 8.5 percent in the current fiscal year that began April 1, and accelerate to 9 percent in the next.
Analysts said the strong recovery in the exports and industrial output growth during February-March have also pushed manufacturing inflation, adding to the RBI's likely decision tighten policy.

Top Left leaders and activists today courted arrest after staging a massive demonstration here as part of their nation-wide agitation to protest the government's "failure" to check rising prices of essential commodities.
Top Left leaders Prakash Karat (CPI-M), A. B. Bardhan and D. Raja (CPI) and Abani Roy (RSP) were among those who courted arrest, police said.
A group of activists then tried to enter the Parliament Street Police Station and police had to use water cannons to disperse them.
Shouting slogans against the government, the activists gathered at Jantar Mantar this morning as part of a nation-wide 'jail bharo' agitation announced by the four Left parties.
In a bid to intensify the anti-price rise movement, CPI(M) has begun preliminary consultations with other secular opposition parties like the TDP, JD(U), SP, BSP and RJD, party sources said.
A national-level action call is expected when these talks are formalised, the sources said, adding a meeting of the outfits and the Left parties is likely to be held before the Budget Session of Parliament resumes on April 15.
CPI(M) had earlier announced that it plans to mobilise around 25 lakh people across the country for the 'jail bharo' agitation against price rise.

Until now, Indian Space Research Organisation (Isro) has used Russian-made cryogenic engines for putting its satellite launch vehicles into space. The polar satellite launch vehicle (PSLV) is used for launching remote sensing satellites into polar orbits and geosynchronous satellite launch vehicle (GSLV) for launching communication and meteorological satellites into geo-synchronous transfer orbit.
But later this month, if the Indian space agency's attempt to launch its largest rocket, the GSLV-D3 with an indigenous cryogenic engine succeeds, then India will join the elite club of five nations in the world to have successfully developed such technology. For the country's rocket scientists, the yet-to-be-achieved breakthrough is significant on two fronts—one, they will achieve self reliance and confidence in space technology. Two, India will emerge as a serious player in the $4 billion global satellite launch market.
Isro spokesperson S Satish says, "An indigenous cryogenic engine will power the GSLV for the first time. This is the maiden flight of a launch vehicle and it will give capability to the country of mastering advanced launch vehicle technology which very few countries have at present."
Till date, the US, France, Japan, Russia and China have developed their own engines for satellite launch vehicles. Confidence levels of ISRO scientists are high as earlier this year, they successfully tested the indigenous cryogenic technology when the engine was tested for the full flight duration of 720 seconds at the liquid propulsion test facility at Mahendragiri, Tamil Nadu. Hour of reckoning is round the corner as the indigenous cryogenic engine now remains to be tested in actual flight.
Isro's previous GSLV flights carried Russian cryogenic engines procured earlier. In total, seven cryogenic stages were procured from Russia of which five stages have been utilised. The space agency had taken up the indigenous cryogenic engine development programme in 1996 following the technology denial regime in the 1990s. The US had then forced Russia to stop giving India the engine technology.
While the GSLVs with Russian cryogenic engines have been designated as operational rockets after two developmental flights, the one that will go up now is called 'developmental flight 3' (GSLV D3) as it will be fired by the ISRO-developed cryogenic engine. The 49-metre-tall rocket will have a lift-off weight of 414 tonne and carry the country's advanced communication satellite GSAT-4. It will carry the communications satellite into the geo-stationary orbit about 36,000 km above the earth. GSAT-4 will carry a multi-beam Ka-band bent pipe and regenerative transponder and navigation payload in C, L1 and L5 bands. The satellite can guide civil and military aircraft. GSAT-4 will also carry a scientific payload, TAUVEX, comprising three ultra violet band telescopes developed by
Tel Aviv University and Israel space agency (ELOP) for surveying a large part of the sky.
The cryogenic stage is technically a very complex system compared to solid or earth-storable liquid propellant stages due to the use of propellants at extremely low temperatures and the associated thermal and structural problems. According to Isro officials, the development of the cryogenic engine involves mastering materials technology, which can work at cryogenic temperature. Such a development takes about 10-15 years, so India initially purchased these from Russia, which were used in the previous flights. Key technological challenges faced during the development stage included development of new materials, composite thermal insulation, new fabrication techniques, handling of cryogenic fluids at cryogenic temperatures, realisation of facilities for assembly, integration and testing and associated safety systems.
Today the country has developed this technology, which will be tried out for the first time for the GSLV. The mission will make the country totally self-reliant in all aspects of launch vehicle technology. At a technical level, a cryogenic stage is the upper stage of a rocket that houses a cryogenic engine within it. Cryogenic technology involves the use of super-cooled liquid fuel to launch heavy rockets like the GSLV with the fuel being a mix of liquid hydrogen and oxygen. If the fuel mix is not in the exact proportions, the rocket could explode in geo-synchronous orbit.
Once in flight, the indigenous cryogenic engine is expected to develop a thrust of 73 kilo Newtons (kN) in vacuum with a specific impulse of 454 seconds and provide a payload capability of 2,200 kg to geosynchronous transfer orbit (GTO) for GSLV. The engine works on 'staged combustion cycle' with an integrated turbo-pump running at around 42,000 rotations per minute (rpm). It is also equipped with two steering engines developing a thrust of 2 kN each to enable three-axis control of the launch vehicle during the mission. Another unique feature of this engine is the closed loop control of both thrust and mixture ratio, which ensures optimum propellant utilisation for the mission.
Without any doubt, the success of homegrown cryogenic engine technology will bolster the confidence levels of Indian space scientists and engineers as they brace up to launch an average of 10 satellites per year to meet the rising demand for various space applications, including communications and remote sensing. Beginning 2010-11, the Indian space agency is planning to launch 10 satellites per year and has a series of satellites and launch vehicles at various stages of preparation.

Israeli Aerospace Industries, and Anusat, a micro-satellite. Oceansat-2 also carried six nano-satellites of foreign countries as additional payloads. The launch of two satellites—GSAT-4 and Cartosat-2B—got delayed due to technical complications, one of them being further flight duration tests of 800 seconds (13.3 minutes) conducted for the indigenous cryogenic engine to be used for the first time in the heavy rocket GSLV-D3 (geo-synchronous satellite launch vehicle).
Later this year, Isro plans to launch the polar satellite launch vehicle (PSLV-C15). This will carry Cartosat-2B, an
Algerian satellite, and two micro satellites—Youthsat from Canada and Studsat built by college students from Karnataka.
Isro uses the Indian National Satellite (INSAT) series for telecommunication, television broadcasting and meteorological services and Indian Remote Sensing (IRS) satellites for resources monitoring and management. The space agency is also working on launching a Resourcesat-2, Risat-1 and Mega-Tropiques in the remote sensing area during the later part of this year. In the communications area, it has lined up three heavy satellites—GSAT-5 and GSAT-6 from Sriharikota and GSAT-8P onboard the Ariane launch vehicle from Korou in French Guayana—by this year-end or early 2011.
Given that the demand for multiple satellites in communications and remote sensing areas would increase in the coming years, Isro is currently developing an advanced version of GSLV called GSLV Mark III which is capable of putting a 4 tonne satellite into geostationary transfer orbit. Towards this, Isro is developing an advanced version of cryogenic engine, which contains 25 tonne of cryogenic fuel.
Nevertheless, it is time of reckoning for India's space scientists as they prepare for their first rendezvous with cryogenic engine technology.

The media have been giving the alarm call in the past few days about the rise in the prices of vegetables and fruits. Apparently, the overall trends have been found to be sufficiently disturbing to have prompted the Finance Minister to prepare a detailed paper for a discussion at the Prime Minister's level.
The recent raising by the RBI of the repo and reverse repo rates, about a month earlier than such an announcement was due, was also no doubt an attempt to suck out the excess liquidity from the system and stop inflation from crossing the ceiling of 5.5 per cent that the RBI had fixed for the current financial year.
The RBI has a difficult job on hand on two fronts: Containing money supply (up from 14 per cent last year to 18 per cent) and putting into effect measures to check the rise in wholesale price index-based inflation rate. On both counts, it cannot do without the Government also pulling its full weight in support. For instance, the resources that could be made available for utilisation of idle capacity and increased production are eaten into by misgovernance, in the sense of squandering with thoughtless abandon public funds on freebies, subsidies, and salaries, besides pilferage and corruption taking their own toll. The resulting shortfall pushes up prices.
A feature special to India is the phenomenal rise in the income of professionals and business persons. It makes them unconcerned about the price demanded for goods and services, and this has its own cascading effects on prices in general. They are to be blamed for the sky-rocketing of rentals, and prices of real estate and household services. It is because of them that India's is fast getting converted into a high cost economy, in danger of losing its advantage on the global plane. In sum, a holistic, and not an ad hoc, view needs to be taken on ways to stem the rise in prices.

India asked US investors to participate in its $600 billion-infrastructure programme in the next five years, even as America sought greater financial cooperation for bringing about global economic stability."Deepening our ties with India is critical to the broader global effort to develop a framework for strong... And balanced growth and will facilitate more trade, investment and job creation in our two countries," US Treasury Secretary Timothy Geithner said after meeting Prime Minister Manmohan Singh and Finance Minister Pranab Mukherjee.
Geithner's two-day visit, his first as Treasury Secretary, comes ahead of Manmohan Singh's visit to the US from Sunday for a nuclear security summit. Singh is likely to meet US President Barack Obama, who had earlier described India as an "indispensable partner in securing the future prosperity and security of the world."
Addressing a joint press conference to announce the launch of the India-US Financial and Economic Partnership, Mukherjee said, "Immense opportunities are there for investment in the infrastructure sector. As much as $600 billion can be invested in port, communications, road... In the next five years."
The India-US Financial and Economic Partnership would help strengthen bilateral engagement and understanding on macro-economic financial sector and infrastructure related issues.
Geithner said that such a cooperation would be critical for a stable global financial system, more balanced global economic growth "that is less dependent on the willingness of Americans to live beyond our means... And a more open global trading system."
The US Treasury Secretary, who had spent five years of his childhood in Delhi's posh New Friend's Colony, said, "India has navigated the financial crisis with a steady hand and has emerged from the global recession stronger and faster than most other large economies."
He appreciated India's commitment on policy reforms and said, "During our discussions the Minister (Mukherjee) and his colleagues outlined the opportunity and challenges ahead for the Indian economy and the policy reforms they are undertaking to raise the rate of overall economic growth..."
Mukherjee said, "The discussion held today focused on global development with a special emphasis on US and Indian economies including monetary and fiscal policies, financial sector regulations and managing capital flow, infrastructure finance and Public Private Partnership (PPP)."
Geithner also held discussions with Planning Commission Deputy Chairman Montek Singh Ahluwalia. With its strength of dynamic private sector and "minister's proposed reforms, India's economic growth already impressive, will be even stronger in the future", Geithner said.
The India-US Financial and Economic Partnership, launched today, would serve "as a forum to share experiences and engage in a robust and ongoing dialogue on infrastructure financing including the potential of private-public partnership to unlock private sector financing for critical investment", a joint release said.
India is giving priority to investment in infrastructure sector as a major growth driver for the economy.
The investment requirement for the next five year plan (2012-17) has been pegged at over one trillion dollars. The bilateral trade between the two countries in 2008-09 was about $40 billion.

Vodafone to offer Web via Opera in emerging markets
Vodafone, the world's largest mobile operator by revenue, is to launch the Opera Mini browser on low-cost handsets so its millions of users in emerging markets can easily access the Internet.
Wireless operators are eager to increase revenue from Internet browsing and the social network boom, as revenue from traditional voice calls falls in saturated mature markets with strong competition.
Data traffic passes through Opera's mobile browser and is packaged up to save network bandwidth.
Vodafone said it had worked with Opera to develop an enhanced version of its Opera Mini 5, which gives Internet access to lower and mid-tier handsets connected to the more basic second generation, or 2G, networks.
A range of Vodafone applications, which provide content, news updates and games, is also in development. Vodafone said the apps would be designed to deliver the most social benefits to users, such as providing email, finding a job and buying and selling services.
"With this product, we can transform even basic handsets into very capable Internet browsing devices, enabling millions of people to enjoy the social and economic aspects of the Internet that many already take for granted," said Jonathan Bill, Vodafone Internet Services head of Emerging Markets.
The Opera Mini 5 browser has been embedded in a range of 20 devices and could be downloaded by over 250 handsets in Vodafone's range.
Vodafone said in February its group data revenue exceeded 1 billion pounds ($1.52 billion) in the final quarter of 2009, up 17.7 percent year on year, due to the strong take up of smartphones across Europe.

Ruling out a change in the central and state forces' strategy in the anti-Maoist operation, Chhattisgarh Director General of Police (DGP) Viswas Ranjan Thursday said the security forces would 'continue to hit the Naxal (Maoist) heart' and the rebels will have to pay for Tuesday's massacre.
'We will continue to hit the Maoist in the deep. We will continue to hit the Naxal heart,' said Ranjan in an interview to NDTV.
Asked if there would be any change in the anti-Maoist operation's strategy, he said: 'I don't think so. We will have to learn from this experience. We have to be more vigilant.'
Maoist guerrillas ambushed and killed 76 security personnel - 75 Central Reserve Police Force (CRPF) troopers and one policeman - in the dense forests of Chhattisgarh in the worst such attack.
Multiple blasts rocked the convoy and tossed their armoured vehicles into the air as simultaneously over 700 Maoist fighters opened indiscriminate fire from a hilltop in Dantewada district.
Ranjan said the Maoists would have to pay for what they had done.
He said the CRPF-state police co-ordination in the area was fine and all operations were conducted jointly. 'Joint operation basically means meeting of the minds.'
The top cop said the CRPF team failed to spot the ambush points.
They were 'not able to anticipate the ambush point. The whole company walked into the trap. They were completely boxed in...couldn't escape from any side,' he said.
Ranjan said many of the answers 'so desperately needed' lie with a group of injured troopers, now being treated in hospital for serious injuries.
He stated that 'once these jawans (troopers) recover from their trauma, their information will be used to reconstruct the ambush to figure out basics like how long the attack lasted.'
He said their burn injuries suggest 'molotov cocktails (petrol bombs) were used'.

His leave was sanctioned and CRPF jawan Ashis Bagal was all set to come home after more than a year; but that was not to be. Bagal was one of the 75 CRPF jawans who fell prey to Maoist bullets at Dantewada in Chhattisgarh on Tuesday.
And now instead of welcoming him, his shocked family waited for his body to arrive in Dhabani village in this West Bengal district. "My leave application has been accepted.
I shall come home soon," the 28-year-old jawan had told his younger brother on phone. Quoting his father Kanai Bahal, SP Vishal Garg said that Bagal had last visited his home in March last year for his marriage with Kadam Devi.
The sole bread earner in the family of seven, Bagal joined the CRPF in 2003 before he could clear his higher secondary examination. His coffin was flown to the Kolkata airport today.

The voice at the other end was that of her 38-year-old husband, Ali Hassan. Even before Tasmin could grasp the gravity of the situation, Hassan disconnected his mobile phone, his brother-in-law Rashid recalled.
Hassan called her up again at 5 pm the same day and said: "I have sustained two bullet injuries. My colleagues are taking me to hospital. Please don't worry about me. I want you to ensure that the children are happy. You must raise them well." Head constable Hassan was among the 120 Central Reserve Police Force (CRPF) personnel of the 62nd battalion who were ambushed by over 1,000 Naxalites in Chhattisgarh's Dantewada area on Tuesday. More than 80 securitymen were killed in the attack. Hassan, too, succumbed to his bullet wounds.
"I knew that something was grossly wrong. But I didn't realise that his life was ebbing away even as he was talking to me about our three daughters," a dazed Tasmin recounted. She is still in a state of shock. A resident of Khatauli village in Shahpur block of Muzaffarnagar, Hassan was in abject poverty when he got a CRPF constable's job in 1991. After being posted at Rampur initially, he was promoted as head constable and sent to Chhattisgarh for anti-Naxalite combat operations.
Hassan's elder brother Taj Mohammad, who left for New Delhi on Wednesday morning to receive his body, said: "He was a brave man. The villagers knew him as a troubleshooter. Whenever anyone had a problem, he was the first man to come forward and help."
"Hassan was the sole breadwinner. We are left with a small piece of land to feed a family of 12 persons, including his family," Sulaiman, the slain head constable's father, said. "I am waiting for the nation to reciprocate," he added. "Even local kids knew that the area where the jawans had been asked to move was full of landmines.
The government put our children in danger, well aware that their survival was at risk," he said. Head constable Shyamlal (35) of Burjiwala village in Rampur also fell prey to Maoists in the Tuesday attack. Shyamlal had joined the CRPF 10 years ago and he, too, was the only earning member of the family. He was promoted four years back. "He called my mother at 2 am on Tuesday and informed her that he as well as many of his colleagues were trapped in the forest.
He said the Naxalites were equipped with more sophisticated arms," Naresh, the 11-year-old son of Shyamlal, said. Shyamlal's wife Veer Vati has been unconscious ever since she got the news of her husband's death. Besides Naresh, they have three younger daughters. They don't have any means to survive.
Naresh may be too young to come to grips with reality, but he said: "I am proud of my father and would like to join the CRPF and fight with the Naxalites." Uttar Pradesh's additional director general of police Brijlal said 42 jawans from UP and seven from Uttarakhand were killed in the Naxalite attack. "All of them were from poor backgrounds. They were from the 62nd battalion of the CRPF and were deployed in Chhattisgarh last year. Their bodies were brought Lucknow on Wednesday," he said.

Some UPA partners friendly with Maoists: BJP
Alleging that some parties of the ruling United Progressive Alliance (UPA) were close to Leftist guerrillas, the opposition Bharatiya Janata Party (BJP) Thursday said the government was a mute spectator when Maoists were spreading terror.
'Sections of the UPA have made Maoist-friendly noises in some states. West Bengal is a telling example of this,' a BJP statement said in an oblique reference to Railway Minister Mamata Banerjee's Trinamool Congress.
The remark comes two days after the attack Tuesday by hundreds of Maoist rebels who trapped and killed 76 security personnel in a jungle in Chhattisgarh.
The BJP in a resolution adopted in the first meeting of its newly-appointed office bearers condemned the attack calling it 'barbaric, inhuman and anti-national'.
'This attack is a grim reminder to the nation that both the geographical spread and the intensity of fire power of the Maoists has increased manifold in the past six years of the UPA rule.'
The party said it was a challenge to the 'nationalist forces of India that we must launch a fight to finish against the subversive Maoists forces'.
'We call upon the government of India and all states to work out and strengthen the unified strategy against Maoists,' the statement said.
The party alleged that the central government was 'silent spectator' when Maoists were growing many fold during the first term of the Congress-led UPA government.
'In Jharkhand, Chhattisgarh and Andhra Pradesh, the Congress cozied up to the Maoists on election eve,' the statement added.

Govt sets up probe into Dantewada massacre
New Delhi: Acknowledging that "something went wrong" in the worst-ever Maoist attack in Chhattisgarh, Government on Thursday decided to set up an inquiry into the incident that claimed lives of 76 security personnel.
"We have taken a decision to institute an inquiry into what went wrong," Home Minister P Chidambaram told reporters on a volley of questions on Tuesday's attack in the jungles of Dantewada district in Chattisgarh.

United Spirits Ltd (USL), the flagship spirits company of the UB Group, has overtaken Paris-headquartered Pernod Ricard as the world's second-largest spirits company by volume, with a sales volume of 100 million cases (a case is nine litres) for 2009-10.
USL aims to achieve the top slot in the 2010-11 financial year. Diageo leads the world market, with an annual volume of 111 million cases.
UB Group Chairman Vijay Mallya said he would shortly unveil a new vision on the company's plan to sell 200 million cases in future.
USL expects to make it to the top on the back of 14 per cent growth that it clocked for its brands, compared with the performance of top 100 spirits brands worldwide which collectively grew only one per cent. Moreover, 18 of the top 25 global premium brands, including Smirnoff, Bacardi, Johnnie Walker and Absolut, lost ground.
The Indian spirits industry is pegged at 236 million cases and USL has a 59 per cent market share in the segments it operates in. USL has brands like McDowell's No.1, Bagpiper, Celebration, Director's Special, Signature, Royal Challenge and White Mischief.
USL has been aggressively moving up the value chain for premium spirits consumption through acquisitions like Bouvet-Ladubay, a premium French wine. The company is also banking on the expectation that more than 100 million potential consumers will enter the legal drinking age in the next five years.
To this end, United Spirits has undertaken a capacity augmentation plan of over Rs 650 crore. The company recently acquired Tern Distilleries in Andhra Pradesh and set up a greenfield malt spirit plant in Nasik, Maharashtra. It also launched Black Dog 18 YO in the super premium Bottled-In-India scotch category to ramp up its market share. It also upped the ante in the premium IMFL segment, with the introduction of 100 per cent pure grain-based McDowell's Platinum whisky.
Meanwhile, the group's beer arm, United Breweries Ltd (UBL), also announced that it had sold more than 7.8 million hectolitres of beer, equivalent to over 100 million cases in the last financial year. This represents a growth of more than 20 per cent over the previous financial year. The company said this had been achieved even as UBL discontinued supply to Andhra Pradesh, the largest beer market in the country, for three months during the peak season.
The retail value of beer that UBL sold in 2009-10 was approximately Rs 8,200 crore. The company leads the mild and strong beer segments, with brands like Kingfisher Premium and Kingfisher Strong respectively. It has a market share of over 50 per cent.
Together, UB Group's alcobev (pre-mixed drinks) businesses had a retail sales value of Rs 38,200 crore for 2009-10.
UBL gets Rs 100 cr from Heineken to drop all cases
United Breweries Limited (UBL), India's largest brewery firm, has received Rs 100 crore from Heineken, a 37.5 per cent shareholder in UBL, to drop all cases against the global beer major. UBL had filed cases in the Bombay High Court to restrain Heineken from exercising management rights that were accorded to its erstwhile shareholder, UK-based Scottish & Newcastle (S&N), citing that the Dutch brewer was part of a rival firm APB India in the market.
The differences between the two escalated when Heineken and Danish firm Carlsberg bought out S&N during late 2008 in a global takeover. Mallya had contested that Heineken could not have the same rights as S&N because it (Heineken) had a rival presence in India through competition. Heineken during the end of 2009 decided to merge its Indian operations into UBL, the result of which UBL dropped all cases as settlement.
Under the terms of the new shareholders agreement, UBL will bottle and distribute the Heineken brand in India, while UBL will use Heineken's global network to spread Kingfisher beer globally.Business Standard
Key conspirator of Pune blast identified: ATS
Mumbai: Yasin Bhatkal, believed to be a relative of Indian Mujahideen founder Riyaz Bhatkal, has been identified by Maharashtra ATS as one of the main conspirators of the Pune bomb blast in which 17 people were killed.
Indian Mujahideen is suspected to be behind the February 13 blast in Pune's upscale Koregaon Park area, an ATS source said.
The ATS, which has submitted a preliminary report on investigations into the terror attack - the first after 26/11 - has claimed that the suspects have been identified and they would be arrested soon.
"One of the prime suspects has been identified as Yasin, who hails from Bhatkal village in Karnataka. We believe he is related to Riyaz, who is absconding," the source said.

Comment: India needs a consensus on tackling the Maoists
The rhetorical ground on the Maoist insurgency had already been covered and the debate settled in the light of facts.
That is why, after Tuesday's well-planned Maoist ambush in Chhattisgarh's Dantewada district that left 76 security personnel dead in the worst single Naxal attack to date, the notes of discord being struck in certain political quarters are counterproductive. These seek to take the argument back to a point long left behind, one to which the Indian state cannot afford to return.
Should the operations be scaled down? No. Because that would immediately cede territory recently recovered from Naxals back to them, precluding all chances of ending the insurgency. Should "provocative language" against Maoists be dropped? Here's a counter-question: whence the idea that those who massacre 76 men after trapping them, those who for years have kidnapped and butchered civilians and policemen, blown up stations, roads, bridges, schools, burnt peasants' crops, who have reiterated countless times their unwillingness to compromise till the state is destroyed -- whence the idea that these people care about the softness or harshness of words?
The nation's main opposition party, the BJP, has displayed realism and good faith in promising to support the government through this crisis. But its alliance partner, the JD(U), and the Samajwadi Party have not. It's a leap of logic to blame Tuesday's massacre on "provocation" of the Maoists. Does it occur to these critics that to mollify the Naxals or de-intensify Green Hunt, especially now, is to legitimise the rebels? If it does, they are opportunists in the garb of agnostics. If it does not, they join those activists who defy logic, in blaming "state violence" and the anti-Naxal offensive for the ambush.
In countering such woolly-headed argumentation this is what had been established: Maoists are terrorists who hardly deserve the consideration the state accords to those it dares not "provoke". The imperative is to boost paramilitary and police morale and training, not to feed the hesitation of states still unable to summon their full political will.
The Congress too must put its house in order: the time is past to question the "hardline" policy, the "aggressive" statements, which some Congressmen believe may be "counterproductive". Hopefully, as the government has said, the goal remains restoring civil administration in Naxal-affected areas and rooting out Maoist influence. There will have to be changes to strategy and tactics, not in regressing to the Shivraj Patil years, but in taking the war against Naxals to its only humane conclusion: the victory of the state and of the people.

A spirited performance by the private sector has contributed to a record power capacity addition in 2009-10.
A total of 9,585 MW of capacity was added during the last fiscal, of which 4,287 MW or 45 per cent was by private developers. The Central and State sector utilities cumulatively added 5,298 MW during the period. To put it in perspective, the capacity added during the year is roughly equivalent to the peak demand met in Gujarat last fiscal and about double that of Delhi.
As a percentage of the total installed generation capacity (about 1,57,000 MW), the capacity added during the entire year comes to about 6 per cent. The timely commissioning of some key private projects — two units of Adani Power's Mundra project (660 MW) and Torrent Power's Sugen project (765 MW) in Gujarat, CESC's 250 MW Budge-Budge-III in West Bengal, and JSW Energy's Toranagallu extension project in Karnataka (600 MW) — were responsible for the big jump in the private sector's contribution to overall capacity addition.
Also, the spill-over effect of some projects from the last fiscal, including units of the Gautami and the Konaseema projects (both in Andhra Pradesh) and units of Lanco's Amarkantak project in Chhattisgarh, boosted the private sector's contribution.
The private sector's contribution to capacity addition has shown a progressively improving trend during the first three years of the current Plan period, despite difficulties in getting site clearances, problems in open access, lower preference in allocation of fuel linkages, and impediments such as the need to furnish bank guarantees for getting transmission corridors built.
According to Government data, of the 9,263 MW commissioned in 2007-08, the private sector accounted for only about 8 per cent. This improved to 25 per cent in 2008-09 (883 MW out of the 3,454 MW commissioned that year) and now to 45 per cent during 2009-10.
Key Central generation utilities and State sector firms are reporting slippages in the achievement of targets. NTPC Ltd, which has been key to the capacity addition programme over the years, has been slow in the initial years of the current Plan and managed to commission just 1,000 MW in 2008-09 against a target of 2,800 MW.
During 2009-10, it commissioned just 990 MW. The State sector projects are also way behind the targets. Cumulatively, as against the overall target of 14,507 MW set for 2009-10, the actual achievement at 9,585 MW was about 66 per cent.
The achievement during 2008-09 was 31 per cent (3,454 MW against a target of 11,061 MW) and 57 per cent in 2007-08 (9,263 MW against a target of 16,335 MW).

Superstition

Superstition is a credulous belief or notion, not based on reason, knowledge, or experience. The word is often used pejoratively to refer to folk beliefs deemed irrational. This leads to some superstitions being called "old wives' tales". It is also commonly applied to beliefs and practices surrounding luck, prophecy and spiritual beings, particularly the irrational belief that future events can be foretold by specific unrelated prior events.
The etymology is from the classical Latin superstitio, literally "a standing over", hence: "amazement, wonder, dread, especially of the divine or supernatural"[1] The word is attested in the 1st century BC, notably in Livy and Ovid, in the meaning of an unreasonable or excessive belief in fear or magic, especially foreign or fantastical ideas. Cicero, however, derives the term from the phrase "...superstites essent, superstitiosi sunt appellati": parents indulging in excessive prayer and sacrifice hoping that their children "would be survivors, are called superstitious".[2] By the 1st century AD, it came to refer to "religious awe, sanctity; a religious rite" more generally.[3][4]

To European medieval scholars the word was applied to any beliefs outside of or in opposition to Christianity; today it is applied to conceptions without foundation in, or in contravention of, scientific and logical knowledge.[5] Many extant western superstitions are said to have originated during the plagues that swept through Europe.[citation needed]

In keeping with the Latin etymology of the word, religious believers have often seen other religions as superstition. Likewise, atheists and agnostics may regard any religious belief as superstition.
Religious practices are most likely to be labeled "superstitious" by outsiders when they include belief in extraordinary events (miracles), an afterlife, supernatural interventions, apparitions or the efficacy of prayer, charms, incantations, the meaningfulness of omens, and prognostications.
Greek and Roman pagans, who modeled their relations with the gods on political and social terms, scorned the man who constantly trembled with fear at the thought of the gods, as a slave feared a cruel and capricious master. "Such fear of the gods (deisidaimonia) was what the Romans meant by 'superstition' (Veyne 1987, p 211). For Christians just such fears might be worn proudly as a name: Desdemona.
Religion and superstition are usually considered separated because while superstitions are based on fear, uncertainty and insecurity in the future and in peril, religious people can feel secure and safe under the protection of their God(s), thus actually making them fearless and resilient to calamity.[citation needed]
The Roman Catholic Church considers superstition to be sinful in the sense that it denotes a lack of trust in the divine providence of God and, as such, is a violation of the first of the Ten Commandments. The Catechism of the Catholic Church states superstition "in some sense represents a perverse excess of religion" (para. #2110).
The Catechism clearly dispels commonly held preconceptions or misunderstandings about Catholic doctrine relating to superstitious practices:
Superstition is a deviation of religious feeling and of the practices this feeling imposes. It can even affect the worship we offer the true God, e.g., when one attributes an importance in some way magical to certain practices otherwise lawful or necessary. To attribute the efficacy of prayers or of sacramental signs to their mere external performance, apart from the interior dispositions that they demand is to fall into superstition. Cf. Matthew 23:16-22 (para. #2111)Some superstitions originated as religious practices that continued to be observed by people who no longer adhere to the religion that gave birth to the practice. Often the practices lost their original meaning in this process. In other cases, the practices are adapted to the current religion of the practisianor. As an example, during the Christianizing of Europe, pagan symbols to ward off evil were replaced with the Christian cross.
[edit] Superstition and psychology
In 1948, behavioural psychologist B.F. Skinner published an article in the Journal of Experimental Psychology, in which he described his pigeons exhibiting what appeared to be superstitious behaviour. One pigeon was making turns in its cage, another would swing its head in a pendulum motion, while others also displayed a variety of other behaviours. Because these behaviours were all done ritualistically in an attempt to receive food from a dispenser, even though the dispenser had already been programmed to release food at set time intervals regardless of the pigeons' actions, Skinner believed that the pigeons were trying to influence their feeding schedule by performing these actions. He then extended this as a proposition regarding the nature of superstitious behaviour in humans.[6]
Skinner's theory regarding superstition being the nature of the pigeons' behaviour has been challenged by other psychologists such as Staddon and Simmelhag, who theorised an alternative explanation for the pigeons' behaviour.[7]
Despite challenges to Skinner's interpretation of the root of his pigeons' superstitious behaviour, his conception of the reinforcement schedule has been used to explain superstitious behaviour in humans. Originally, in Skinner's animal research, "some pigeons responded up to 10,000 times without reinforcement when they had originally been conditioned on an intermittent reinforcement basis."[8] Compared to the other reinforcement schedules (e.g. fixed ratio, fixed interval), these behaviours were also the most resistant to extinction.[8] This is called the partial reinforcement effect, and this has been used to explain superstitious behaviour in humans. To be more precise, this effect means that, whenever an individual performs an action expecting a reinforcement, and none seems forthcoming, it actually creates a sense of persistence within the individual.[9] This strongly parallels superstitious behaviour in humans because the individual feels that, by continuing this action, reinforcement will happen; or that reinforcement has come at certain times in the past as a result of this action, although not all the time, but this may be one of those times.
From a simpler perspective, natural selection will tend to reinforce a tendency to generate weak associations. If there is a strong survival advantage to making correct associations, then this will outweigh the negatives of making many incorrect, "superstitious" associations.[10]
