Financial Assistance to NGOs
New Delhi: April 16, 2010

Government is providing financial assistance for conducting
Entrepreneurship Development Programme (EDP) under Human Resource
Development Scheme to various NGOs and different Government
organisations with a view to train farmers and prospective
entrepreneurs and unemployed youth so as to encourage them to
establish food processing industries. The objective of the programme
is to enable trainees to establish commercially viable enterprises in
food and agri-processing with training duration of six weeks. Average
trainees in a batch is 25 to 35.  Financial assistance per EDP is Rs.
2.00 lakhs which is released in three installments.

The State wise EDP sanctioned during the financial year 2009-10 is at
Annexure I.

The application for EDP in the prescribed format is received through
State Nodal Agencies (SNA) in case of NGOs and directly in case of
Government supported organisations.  The SNA processes the application
of NGOs at their level as per the guidelines of the scheme and after
scrutiny, forwards the applications to the Ministry.  Similarly, other
applications received in the prescribed format are scrutinized by the
concerned division of the Ministry.  The second installment of the
grant is released only after receipt of EDP report which gives out the
complete details of the programme conducted including number and
details of beneficiaries.

At present no proposal is pending for conduct of EDP in Paschim
Medinipur of West Bengal.

Ministry of Food Processing Industries
Grant-in-aid to NGOs
New Delhi: April 16, 2010

The Government has no plan to reduce grants-in-aid being provided to
the NGOs in the Food Processing Sector. The Ministry of Food
Processing Industries (MFPI) has been implementing various plan
schemes for promotion and development of food processing sector i.e.
i) Scheme for Infrastructure Development with major components i.e.
Mega Food Park, Cold Chain, Modernization of Abattoirs and Value Added
Centres, ii)  Setting up of Technology Upgradation/ Modernization/
Expansion of FPI, iii) Scheme for Quality Assurance, Codex Standards
and R&D iv) Scheme for Human Resource Development, v) Scheme for
Strengthening of Institution and vi) Scheme for Upgradation of Quality
of Street Food. All implementing agencies engaged in setting up /
expansion / modernization of food processing industries covering all
segments are eligible for financial assistance. The implementing
gencies include Central / State Government organizations / PSUs / NGOs
/ Cooperative societies and private sector units and individuals. The
funds are allocated scheme-wise. No separate funds are earmarked for
NGOs.

Ministry of Food Processing Industries has extended the financial
assistance to the NGOs for development of food processing sector under
its Plan cheme of Human Resource Development in the form of
grants-in-aid. The details of grant sanctioned to the NGOs during last
three years are as under:-

Ministry of Food Processing Industries
Public Private Partnership to Reduce Wastage of Fruits and Vegetables
New Delhi: April 16, 2010

The Government is considering for Public Private Partnership to reduce
the wastage of fruits and vegetables in the country. Under the Scheme
of Infrastructure Development, Ministry is implementing an ambitious
Scheme for Development of Mega Food Parks and Integrated Cold Chain
Facilities for the food processing industries. The scheme envisaged to
make available common infrastructure facilities, especially for small
and medium enterprises. In the 11th Five Year, Government with a view
to provide an integrated approach having strong backward and forward
linkages, has come up with a new scheme of Mega Food Parks under
Infrastructure Development. Under the new Scheme, grant in aid will be
available upto 50% of the project cost in general areas and 75% in
difficult areas subject to a maximum of Rs. 50.00 crore. It is
proposed to set up 30 Mega Food Parks during the 11th Five Year Plan
Period. The process of setting up of 10 out of these parks has already
been initiated. The scheme is a demand driven and cluster based, where
availability of raw material in the cluster is of utmost importance to
sustain the commercial viability of Mega Food Parks.

In order to minimize wastage of fruit & vegetables, Ministry is
encouraging setting up of cold chain facilities, Ministry of Food
Processing Industries (MFPI) has a Plan Scheme for Cold Chain, Value
Addition and Preservation Infrastructure during the 11th Plan to
provide financial assistance to project proposals received from public
/ private organizations for cold chain infrastructure development. The
scheme envisages financial assistance in the form of grant-in-aid @
50% of the total cost of plant and machinery and technical civil works
in general areas and 75% for North Eastern Region and difficult areas
subject to a maximum of Rs.10.00 crore.

These two schemes will provide necessary processing and refrigerating
facilities from farm gate to the consumers thus minimizing wastage of
fruits and vegetables.

Ministry of Food Processing Industries (MFPI) has been implementing
various schemes for promotion and development of food processing
industries in the country. MFPI through its various schemes for
financial assistance and other promotional measures, facilitates
creation of food related infrastructure including processing
facilities aimed at reducing wastages, enhancing value addition and
increasing shelf life. The Scheme for Technology
Upgradation/Establishment/ Modernisation of Food Processing Industries
is aimed at creation of new processing capacity and up-gradation of
existing processing capabilities, modernization of Food Processing
Sector including fruit & vegetables processing units.

Food Processing Units in Rajasthan
New Delhi: April 16, 2010

Under the Plan Scheme of Technology Upgradation, Establishment and
Modernization of Food Processing Industries, a total 150 proposals for
setting up of food processing units along with the proposals of
expansion of the existing units received from the Rajasthan are
pending.

During 11th Five Year Plan, a total of Rs. 600 crore was approved for
the scheme of Technology Upgradation, Establishment and Modernization
of Food Processing Industries. However, against this provision of Rs.
600 crore, Ministry has received only Rs. 299.74 crore during last
years. Due to this insufficient budgetary allocation, a total of 2206
proposals are pending as on 31.03.2010, including that of Rajasthan
State for which Ministry would require a budgetary allocation of
approx. 330 crores for the scheme.

As for State of Rajasthan is concerned, a total of 150 proposals are
pending due to insufficient budgetary allocation. During the year
2009-10, total 25 units have been assisted in Rajasthan for which Rs.
308.06 lakhs has been released.

In order to ensure speedy disbursement of financial assistance, the
Ministry has decentralized the disbursement procedure through banks/
financial institutions under the scheme of setting up/Establishment/
Modernization/Expansion of Food Processing Industries w.e.f.
01.04.2007. Apart from this, Planning Commission has been requested
several times by this Ministry to enhance the budget allocation.
During the formulation of Annual Plan 2010-11 keeping in view the
large number of pending applications and ever increasing number of
fresh application for assistance under the scheme and also the
indicate tentative size of Plan 2010-11, a moderate budgetary estimate
of Rs. 300 crore had been proposed for the financial year 2010-11 to
assist about 1200 pending applications including that of Rajasthan.

Pending Proposal of Karnataka
New Delhi: April 16, 2010

Ministry of Food Processing Industries (MFPI) under its Plan Scheme
for Technology Upgradation, Establishment and Modernization of Food
Processing Industries provides financial assistance to the proposals
received from eligible agencies for setting up of food processing
units as per guidelines of scheme. MFPI schemes are project specific,
not State specific. MFPI has not received any proposals directly from
State Governments including that of Karnataka for financial assistance
or setting up of food processing units on its own during the last
three years.

To promote food processing in the country, Ministry of Food Processing
Industries extends financial assistance in the form of grant-in-aid to
implementing agencies/entrepreneurs @ 25% of the cost of Plant &
machinery and Technical Civil Works subject to a maximum of Rs. 50
lakhs in general areas or 33.33% subject to a maximum of Rs. 75 lakhs
in difficult areas under the Scheme of Setting
up/Modernization/Expansion of food processing industries. In order to
ensure speedy disbursement of financial assistance, the Ministry has
decentralized the disbursement procedure through banks/ financial
institutions under the scheme of setting up/Establishment/
Modernization/Expansion of Food Processing Industries w.e.f.
01.04.2007.

Under the decentralized procedure, the applications are received
directly by the Banks/FIs, hence the data for receipt of the
applications for 2007-08, 2008-09 and 2009-10 is not maintained
centrally by the Ministry. The financial assistance to the units are
provided depending upon the availability of funds by the MFPI.

States Have Been Requested to Take Action Against Hoarders
New Delhi: April 16, 2010

The enforcement of the Essential Commodities Act, 1955 lies with the
State Governments/ Union Territories. The State Governments/UT
Administrations have been delegated powers to take necessary action
under the provisions of both The Essential Commodities Act, 1955 and
The Prevention of Blackmarketing and Maintenance of Supplies of
Essential Commodities Act, 1980, to prevent hoarding and
blackmarketing of essential commodities. The State Governments/UT
Administrations have been repeatedly requested to strictly enforce
both the Acts and also monitor enforcement of these Acts.

The State Governments had been requested in January 2010 to organize
special drives against hoarding and to send a factual report
containing inter-alia, the action taken and cases booked under the
Essential Commodities Act . Only a couple of States have responded
(Goa and Tripura) and they have not reported finding anything
irregular.

A Conference of Chief Ministers was also convened on 06.02.2010 by
this Department wherein this aspect was reiterated to the State
Governments.

The State Governments/UT Administrations have taken action and
reported detentions under the Prevention of Blackmarketing and
Maintenance of Supplies of Essential Commodities Act, 1980. The total
number of detentions in 2009 and 2010 (updated upto 31.03.2010) are
147 and 42 respectively, as reported by the States/Union Territories.

DoT Issues Directives to UAS/CMTS Service Providers in J&K
New Delhi: April 16, 2010

The Department of Telecommunications, Ministry of Communications & IT
has issued directives to 12 Unified Access Services (UAS) and Cellular
Mobile Telephone Service (CMTS) licensees including BSNL providing
service in Jammu & Kashmir service area on Short Message System (SMS)
management. These directives which service providers are directed to
comply with effect from 2400 hours on April 16, 2010 are:

i. The service providers will immediately stop schemes/tariff packages
of free SMS service.

ii. SMS messages originated outside J&K service area in India and from
the networks of ILD operators should not be delivered to Mobile
subscribers in J&K service area.

iii. A limit should be put on number of outgoing SMSs as 10 SMS per
day per subscriber in the case of prepaid subscribers in J&K service
area.

iv. The post-paid subscriber in J&K service area should not be allowed
to originate SMSs altogether. Such facility to the existing post-paid
subscribers shall be withdrawn immediately.

v. In case of bulk SMS connection/facility/SMS interface given to the
telemarketers/users with regard to J&K, this facility will no longer
be available i.e. until further directions nobody/no organization/no
agency will be given facility for sending bulk SMS through any portal
to the subscribers in J&K. Facility to the existing users is to be
immediately withdrawn.

vi. Voice-call facility will not be given to the Telemarketers.
Existing voice-call facility given to the telemarketers will also be
withdrawn immediately.

These instructions have been issued to UAS/CMTS service providers by
the licensor in exercise of power conferred under clauses 10.1, 10.6,
30.1 and 41.11 of the UAS/CMTS licence in the interest of the national
security.

Concerned Service Providers been directed to furnish necessary
compliance on above instructions to Telecom Enforcement, Resource &
Monitoring (TERM) Cell of J&K and send a copy to Department of Telecom
by April 19, 2010.

Nigam Ltd., Bharti Airtel Limited, Dishnet Wireless Ltd., Reliance
Communications Ltd., Vodafone Essar Spacetel Ltd., Datacom Solutions

13 Winning Children of Bal Bharati Essay Competetion Awarded Book for
Children 'Khel Hai Ganit' Released
New Delhi: April 16, 2010

Thirteen young winners of 'Bal Bharati Essay Competition –2009', were
felicitated at the hands of Chief Guest Smt. Shyama Chona, in a
function organised by Publications Division here today. The national
level awards, instituted by the Publications Division's children's
magazine Bal Bharati, were presented to school children for their best
essays in Hindi.

The first prize was given to Sanskriti Rawat of Delhi while the second
prize went to Om Kanhaiya Bajaj of Wardha, Maharashtra and the third
to Nidhi Shukla of Jodhpur, Rajasthan. 10 children got consolation
prizes for their best efforts in expressing their views on the given
topic. The topic of Essay Competetion for this year was 'TV
Karyakramon mein Bachhon ki Bhumika:Uchit ya Anuchit' (Children's
Participation in TV Programmes: Fair or Unfair). All the winners were
given a certificate along with the prize money.

Over a thousand children from across the country participated in the
competition. Ten out of 13 winners were from outside Delhi and came
from places as far as Wardha, Jodhpur, Narsinghpur (MP), Barwani (MP),
Jaipur (Rajasthan), Paudi Garhwal (Uttarakhand), Sirsa (Haryana),
Kanpur (UP), Hyderabad (AP) and Jamshedpur (Jharkhand).

A book on mathematics for children, titled 'Khel Hai Ganit'
(Mathematics is Fun) written by Shri Ivar Utial, an established
children's writer, was also released in the function by the Guest of
Honour Smt. Shyama Chona, founder of Tamanna Foundation and renowned
educationist. The book presents some simple ways of solving complex
calculations for the young students. This way, it also generates
interest among children towards a subject like mathematics.

Bal Bharti, being published since 1948, is one of the oldest
children's magazine in Hindi in the country. In her welcome address
Smt. Veena Jain, the Additional Director General, Publications
Division told that with a mandate to bring out authentic and
reasonably priced books on matters of national importance, the
Division has published over 8000 titles.

Publications Division which started in 1941, today, is one of the
biggest publishing houses in India. It publishes books in all the
thirteen languages scheduled in the Constitution. Yojana – published
in 13 languages simultaneously, Kurukshetra in Hindi and English,
literary magazine Ajkal in Hindi and Urdu and children's magazine Bal
Bharati in Hindi are the magazines published by the Division.

Call charges for CPF Personnel Deployed in Border Areas Reduced
New Delhi: April 16, 2010

The Central Para Military Force personnel deployed in inaccessible
areas/Border Out Posts do not have adequate communication links with
the outside world and as a result they were not able to keep in touch
with their families. Jawans often have to cover long distances on foot
to reach PCOs for communicating with their family members.

MHA requested the BSNL to reduce the call charges to Rs.1/- per minute
so that the Jawans of CPMFs posted in remote/forward areas can contact
their families at the minimum possible expense. BSNL has now reduced
the call charges of these 400 numbers of DSPTs from Rs.5/- to Rs.1/-
per minute. This will go a long way in boosting the morale of the
Jawans of CPMFs posted in remote and inaccessible areas.

The matter was taken up with Department of Telecommunication to
suggest a cheaper mode of communication so that the CPFs personnel
posted in the remote / inaccessible areas of the country are able to
talk to their families. At the request of MHA, BSNL has installed 400
numbers of Digital Satellite Phone Terminal's (DSPT) at the
inaccessible locations of various Central Police Forces, at a cost of
Rs.5.94 crore (approx). In addition to it, 288 number of DSPTs have
also been sanctioned to BSF and ITBP.
