नई दिल्ली : देश का सबसे बड़ा रिटायरमेंट फंड अपनी आमदनी में इजाफा करने के लिए अब बॉन्ड बाजार में निवेश करने का इच्छुक है। कर्मचारी भविष्य निधि संगठन (ईपीएफओ) रिलायंस इंडस्ट्रीज और एसीसी जैसी बड़ी कंपनियों के बॉन्ड में सालाना 1 अरब डॉलर (लगभग 4,600 करोड़ रुपए) लगाने पर विचार कर रहा है। ईपीएफओ के पास 3 लाख करोड़ रुपए का फंड है। भारत कॉरपोरेट बॉन्ड बाजार को विकसित करने के प्रयास में है और ईपीएफओ के निवेश से इस प्रयास को बल मिलने की उम्मीद है।

कॉरपोरेट बॉन्ड में निवेश के तर्क को सही बताते हुए ईपीएफओ के एक आला अफसर ने कहा, 'हर साल 20 से 25 फीसदी दर से हमारी आवक बढ़ रही है, लेकिन निवेश करने लायक विकल्प सीमित हैं।' ईपीएफओ संगठित क्षेत्र के 4.5 करोड़ कर्मचारियों के रिटायरमेंट बचतों का प्रबंधन करता है। फंड 2010-11 के लिए 8.5 फीसदी के रिटर्न की घोषणा करने वाला है। पिछले पांच सालों से वह इसी दर से रिटर्न दे रहा है। यह रिटर्न, पेंशन फंड रेग्युलेटरी एंड डेवलपमेंट अथॉरिटी के न्यू पेंशन स्कीम के रिटर्न के कम है।

ईपीएफओ के कम रिटर्न का कारण उसका कठोर इनवेस्टमेंट पैटर्न है। साल 2003 से उसे इसी पैटर्न का पालन करना पड़ रहा है। हालांकि वित्त मंत्रालय इस पैटर्न में दो बार संशोधन कर चुका है। साल 2005 में ईपीएफओ को शेयरों में 5 फीसदी निवेश करने की इजाजत दे दी गई थी जिसे 2009 में 15 फीसदी कर दिया गया था। ईपीएफओ के बोर्ड में 43 सदस्य हैं, जिनमें से ज्यादातर लोग पुरानी सोच के हैं। इस बोर्ड ने शेयर बाजार में निवेश करने से इनकार कर दिया।

कॉरपोरेट बॉन्ड में निवेश करना निश्चित तौर पर एक कदम आगे बढ़ाना होगा। ईपीएफओ अभी तक सरकारी और सार्वजनिक क्षेत्र के बॉन्डों पर निवेश किए हुए है। ईपीएफओ अपने फंड का 10 फीसदी हिस्सा निजी क्षेत्र के बॉन्ड में निवेश कर सकता है, लेकिन उसने अपने निवेश को तीन निजी बैंकों और दो वित्तीय संस्थानों, एचडीएफसी और आईडीएफसी तक सीमित कर रखा है।

ईपीएफओ ने अपने निवेश दिशानिर्देशों में कुछ बड़ी कंपनियों को शामिल करने के लिए बोर्ड की मंजूरी मांगी है। इन कंपनियों में रिलायंस इंडस्ट्रीज, लार्सन एंड टुब्रो, अंबुजा सीमेंट्स, और एलआईसी हाउसिंग फाइनेंस शामिल हैं। रेटिंग एजेंसी क्रिसिल से जानकारी लेने के बाद उसने बोर्ड की मंजूरी मांगी। इन कंपनियों का चुनाव उनके नेट वर्थ, मुनाफे के रिकॉर्ड और एएए रेटिंग के आधार पर किया गया है। फंड का बोर्ड शुक्रवार की बैठक में इन नामों पर विचार करेगा।

Within hours of Home Minister P. Chidambaram accepting 'full responsibility' for the Dantewada Maoist massacre, a mollified West Bengal Chief Minister Buddhadeb Bhattacharjee Friday extended his full support to the central government to deal with the rebels, saying this was not the time for a blame game.

'This is not a time to blame any one. It is the time to work together. We must work collectively,' said Bhattacharjee, addressing reporters at the Banga Bhavan in the capital.

He was answering questions by reporters asking for his reaction to Chidambaram's remark accepting 'full responsibility' for the Maoist massacre of 76 security personnel in Chhattisgarh and that the 'buck stops at my desk'.

Bhattacharjee said he had discussed the issue of Maoist violence with Prime Minister Manmohan Singh and would speak with him again after the prime minister returns from his visit to the US and Brazil.

'Until and unless we work collectively, it will be very difficult to deal with Maoist violence,' the chief minister told reporters here.

On Monday, Bhattacharjee had slammed Chidambaram for saying that the 'buck should stop at the chief minister's table' on checking inter-party clashes in West Bengal.

An angry Bhattacharjee had said Chidambaram's remark was not the 'language of politicians'.

He had even asked the home minister to mind his words. 'What is the situation in the country now? He should perform his own duty. I am carrying out my responsibilities,' the chief minister had said.

'I know the responsibility is mine no doubt, but the language is not good. It (buck) is slang. Such language is not used by politicians,' Bhattacharjee had told reporters.



SC to consider worship of Lord Rama in Ayodhya

The Supreme Court today agreed to consider a plea for removing alleged unreasonable restrictions imposed by the authorities in Ayodhya on worshipping of Lord Rama in the temple at the disputed site.

"We will consider your plea," a Bench comprising Chief Justice K G Balakrishnan and Justice Deepak Verma said while asking Janata Party chief Subramanian Swamy, a party in the matter, to move a fresh application in this regard.

"You have to a file proper application and then only the respondents can file response," the Bench said and gave three weeks time to him to submit the application.

The Janata Party chief told the court that he has filed an affidavit as directed by it in March last year which contains the prayers sought by him.

"My prayer is against the restrictions imposed on worship," he said and drew the attention of the bench that he has been impleaded as a party in the pending matter.

During the brief hearing, Swamy clarified to the bench that he was not raising the question of whether Ram temple be built at the site or not but restricting his prayers to worship of Lord Rama in the makeshift temple.

The Congress Friday said the central government should give full support to the states in their anti-Maoist operations to 'regain control over the territory' occupied by the rebels and then launch developmental work in the areas.

The civil administration must be restored and development works like roads, hospitals, water and electricity should be initiated in the Maoist-affected areas, mostly dominated by the tribals, the party said.

'Our approach will succeed and must succeed. They have achieved success,' Congress spokesman Abhishek Manu Singhvi told reporters.

'This is the time to stand by our paramilitary forces' and the party believes 'we shall overcome and we will overcome', he added.

'All those who believe in the Indian constitution and the idea of India must strongly condemn the attack,' Singhvi said.

Singhvi said Left-wing extremism has been sought to be expanded in different districts in India.

He also said that tribals in Maoist-affected areas are not supporting the rebels and the few who were doing so are terrified of the Maoists.

He accused the Maoists of exploiting the poverty and backwardness in states, particularly in areas dominated by the tribals, and of practicing inhuman brutality.

As security agencies hunted for Naxal leaders behind the Dantewada massacre, Papa Rao, a Maoist leader from Andhra Pradesh, is emerging as the alleged mastermind and a massive manhunt has been launched.

Meanwhile,Home Minister P Chidambaram offered to quit his post in the wake of the Dantewada massacre by Naxals, but Prime Minister Manmohan Singh on Friday rejected his resignation.

Taking full responsibility, 62-year-old Chidambaram said this morning that the buck stopped at his desk with regard to the Tuesday's Naxal attack.

"The Home Minister gave it (his resignation) in writing the day before yesterday. The Prime Minister rejected it," a PMO spokesman said.

Speaking at a CRPF function in New Delhi, Chidambaram said, "I have been asked directly or indirectly where the buck stops for what happened in Dantewada. I have no hesitation saying the buck stops at my desk.

"I accept full responsibility for what happened in Dantewada. Immediately on my return from Chhattisgarh, I called on the Prime Minister and gave it in writing that I accept full responsibility for what happened and I think I will stop there," he said.

Declining to go any further, he said, "Let me not elaborate. I am proud of the CRPF." The Maoists in Dantewada killed 75 personnel from CRPF's 62nd Battalion and one Chhattisgarh policeman in an ambush.

During a visit to Naxal stronghold of Lalgarh in West Bengal on April 4, Chidambaram had said he had told Chief Minister Buddhadeb Bhattacharjee that the "buck stops" with him on ending political violence in the state.

Upset over the remark, the Chief Minister had said this was not the language used by politicians and that he will do his job and the Home Minister should do his.

As the Union government ordered an inquiry into the Dantewada attack acknowledging 'something went wrong', special Director General (CRPF) Vijay Raman, DG (CRPF) Vikram Shrivastava and the state DGP Vishwaranjan are stationed in Bastar to supervise the operation and ensure that such an incident does not happen again.
 
According to sources, the three DGs are in Bastar to oversee the intensified operations against the Maoists and to decide upon further course of action.

It is, however, not known how long the DGs are likely to camp in Bastar.
 
Even as the aggressive search and combing operation was launched, the cops were told to pursue the right tactics in the combat zone. The message given to every personnel was to remain more vigilant, learn from mistakes, get to know and understand ground situation and coordinate effectively.
 
The Centre and the Chhattisgarh state government have decided to get tougher against the Naxals. They have planned to hit out with greater force to make the ultras pay heavily for their misdeeds.
 
"Operations will continue as usual but would be more intensified now," Bastar Inspector General of Police TJ Longkumer told HT.
 
The CRPF misinterpreted the ground conditions and possibly had failed to recognise various ambush points on their way, which proved fatal.

"But this could be just one of the reasons and the other factors are also to be analysed," Vishwaranjan said.
 
While affirming that the coordination between the paramilitary forces and the state police is in place and will continue in all anti-Maoist operations in the state, the DGP felt the need to primarily ensure the areas in and around the base camps in naxal-hit regions are sanitised.
   
Meanwhile, five live pressure bombs were traced at the ambush site, ahead of the visit by the DGs at Chintalnar on Thursday, which were defused by the bomb disposal squad. The top officials came to Jagdalpur to pay their tributes to the soldiers who were massacred in Dantewada.
 
Chhattisgarh observed a total shutdown on Thursday as a mark of respect to the martyrs. All educational institutions, public transport, petrol pumps, cinema halls and other commercial establishments remained closed.

Prime Minister Dr. Manmohan Singh wants Nuclear Summit hosted by US President Barack Obama to focus on nuclear terrorism and proliferation of sensitive nuclear materials and technologies.

Dr. Singh will be departing on Saturday to attend the Nuclear Security Summit in Washington DC, and the India-Brazil-South Africa (IBSA) and Brazil-Russia-India-China (BRIC) Summits being hosted by President Lula da Silva in Brasilia. "India welcomes President Obama's initiative to hold a summit on Nuclear Security. Nuclear energy is poised to play a growing role in addressing the developmental challenges of our times," he said in his departure statement.

"I expect the Summit to focus on nuclear terrorism and proliferation of sensitive nuclear materials and technologies. These are legitimate concerns, which require firm responses.

"India has a well-developed indigenous nuclear energy programme, which dates back six decades. We have an impeccable record of security, safety and non-proliferation, which reflects our conduct as a responsible nuclear power," Dr. Singh said.

The Prime Minister said that India has been a consistent advocate of complete and universal global nuclear disarmament.

"We were among the first countries in the world to call for a world free of nuclear weapons. I am encouraged by the fact that this approach is finding greater resonance today. We will continue to call for more meaningful progress in this direction," he said.

Dr. Singh during his stay in Washington will also be holding bilateral meetings with President Obama, President Nazarbaev of Kazakhstan, President Sarkozy of France, Prime Minister Harper of Canada and other world leaders.

From Washington the Prime Minister will proceed to Brasilia to attend the fourth IBSA Summit and the second BRIC Summit. These groupings reflect the growing role of emerging economies in shaping the global economic order.

Dr Singh said: "The BRIC countries are among the largest and fastest growing economies with rich human and material resources. They represent the future of the global economic landscape. We have a high stake in the revival of the global economy, an open trading system, energy security, combating climate change and addressing non-traditional threats to international security."

The Prime Minister will hold separate bilateral discussions with Brazil President Lula da Silva. In Brasilia, Dr. Singh will also meet President Hu Jintao of China and President Dmitry Medvedev f Russia.

Mind you, just a day after Maoists massacred 76 security personnel in a bloody ambush, home minister P Chidambaram paid homage to the dead and said there was need to "stay calm and hold nerves" in taking on ultras who he said saw the state as an "enemy" and the conflict, a "war"!

In a significant departure, Chidambaram said while the government had refrained from using air power against Maoists, the situation could change. "At present there is no mandate to use the air force or any aircraft. But, if necessary, we will have to revisit the mandate to make some changes."

The use of air power, which in the context of Maoists means choppers, has been limited to rescue and reinforcement missions. Perhaps mindful of the negative connotations over possible use of air force in offensive operations, Prime Minister Manmohan Singh, chose his words carefully when asked about Chidambaram's statement.

"I think policy has to be reviewed practically from time to time, learning from experience. (But) we are too close to the event to take a view that existing policy needs to be modified," he told reporters on the sidelines of the Padma award function at Rashtrapati Bhawan on Wednesday. The PM pointed out that "all these options are kept open and continuously reviewed... As of now, we have not taken any view in this direction."

The statements indicate that the Maoist strike has certainly set the government thinking about how to regain the initiative. Using air power may not be on the cards, given the risk of collateral damage and the air force's reluctance. Also, using armed forces against citizens will be read as admission of failure. But government seems to be girding up for more clashes with Naxalites.

Chidambaram indicated as much when he said there did not seem much scope for talks with Maoists. "To our call for talks after giving up violence, Naxalites have answered by a savage and brutal act of violence, " he said, adding that "To talk of talk now would be to mock the supreme sacrifice made by 76 jawans."

At the same time, in what would be a bid to deflect charges of being militaristic, the home minister said, "Nevertheless, as I said, we must remain calm, we must hold our nerves. If a militant group abjures violence, it gives up violence, we will consider talks."

But while the time for any "offer" for talks is clearly over, questions over what went so badly wrong in the Dantewada operation that led to the decimation of the CRPF contingent remain unanswered. "As I said yesterday, something went wrong. Only an inquiry will establish what went wrong," he said, pointing out that a probe would establish whether or not 1,000 Maoists were involved in the attack.

He did, however, make it amply clear that the operation was a joint exercise of the state police and CRPF coordinated at senior levels and overseen by the Dantewada SP and the commandant of the battalion. The statement would make it clear that it was not a "solo" operation by CRPF in an unchartered area.

While the CRPF was on an "area domination" mission to reclaim territory and challenge the Maoists, circumstances of the attack are still not clear. The presence of just one local cop in the contingent and risks in using the only available route to return to the village of Chintalnar are being investigated. Two parties which rushed to rescue the strike force also came under heavy fire.

Chidambaram, however, said there was no proposal to deploy Army and maintained that a "war" has been thrust on the government. "If this is war, and I wish to say that we have never used that word, it is a war that has been thrust upon the state by those who do not have a legitimate right to carry weapons or to kill."

He stressed that the state had a constitutional and legal duty to protect citizens and pointed to the Naxal goal to overthrow established authority of the government through an armed liberation struggle. He said the operation by the security forces was not intelligence-based but was for area domination in order to understand and familiarize themselves with the terrain.

What caused radiation in Delhi's industrial hub? Cobalt-60

New Delhi: Experts identified the material which led to a "very powerful" radiation in a west Delhi industrial area as Cobalt-60, the exposure to which left five persons injured including one seriously.

Scientists from the Bhaba Atomic Research Centre (BARC) and Narora Atomic Power Station also scanned Mayapuri Industrial area this morning to examine whether there was any other source of a similar emission in the vicinity.

Panic was triggered in the locality last night after the news of a radiation leak broke out with five persons falling ill after coming in contact with a "mysterious shining object" in a scrap shop.

"The experts have identified the material as Cobalt-60. They have identified six sources of Cobalt-60 from the scrap shop," B B Bhattacharya, member of National Disaster Management Authority and former Director of BARC, told PTI.

Meanwhile, five persons were admitted in AIIMS on Thursday evening with burn injuries and other ailments after continuous exposure to radiation at a scrap dealer's shop in Mayapuri Phase-II, West Delhi.

A 1-kilometre radius around the shop has been cordoned off as a precautionary measure, a senior officer said.
According to the officer, the five victims slept at the scrap dealer's shop, where some radioactive material, reportedly medical waste equipment, was dumped some five days ago in West Delhi.

The Police Control Room received a call from the scrap dealer's shop at 8.30 pm. According to officials, skin of two men had turned black due to exposure to the radioactive material -all five victims have burn injuries and rashes on their bodies.

"This is not an immediate impact - they have been subjected to the radiation for the last five days," the officer said."They were sleeping in the room where medical waste equipment had been stored. They have shown allergic reaction and are vomiting continuously." The victims are being examined at AIIMS, according to the officer.

Prima facie, it has been revealed that the waste material had come from a city hospital.A team of experts has been constituted to look at the scrap shop to examine the radioactive waste.

Deputy Commissioner of Police (West) Sharad Aggarwal said, "We have seized the equipment and sent it for examination. We are taking the help of researchers and experts to know what caused the radiation." Police officials said experts from Mumbai and Chandigarh are in the Capital to examine the radioactive waste.
A team from the Bhaba Atomic Research Centre (BARC) reached the Capital on Friday morning.

Police officials said the shop is located in a congested locality and experts are investigating whether more people have been affected. The shop is owned by one Deepak Jain.He is also being examined for possible exposure.

Condition of five exposed to radiation critical

The condition of the five persons being treated at different hospitals here for exposure to the radioactive material Cobalt-60 was critical, doctors treating them said today. Admitted to Apollo Hospital on April 4, which informed the government that he had suffered radiation, doctors said, the scrap dealer Deepak Jain''s bone marrow is significantly suppressed and his condition continues to be serious.

At present he is in the ICU and a multi-disciplinary team of doctors is monitoring his progress. Jain''s relative Rajesh said "his health began deteriorating 10 to 20 days ago.

He complained of nausea and headache. At first he was admitted to Kalra hospital but due to unavailability of funds we shifted him to AIIMS. He was turned down there and finally with help from neighbours he is undergoing treatment at Apollo.

" He added, "I had also heard doctors say this is no disease that could be treated. It was an effect of coming in contact with a contagious metal.

People from BARC were expected to come and none have turned up yet. I do not think so he will be able to even afford the bone marrow treatment that has been advised by doctors here.

" Four of Jain''s scrap shop employees are undergoing treatment at Deen Dayal Upadhyay hospital. "Their condition is very serious.

Their platelet count has come down extremely. They went blank and out of their senses.

Their skin had also turned black. It had started with their nails first," medical superintendent, DDU hospital, said.


Fresh Maoist attacks feared in Chhattisgarh towns

Raipur, April 9 (IANS) Maoists are preparing for fresh strikes, this time in the towns of Chhattisgarh, according to intelligence inputs Friday, three days after 76 security personnel were massacred and eight guerrillas killed in the worst Maoist attack in four decades.

Security forces in the state have been put on high alert in the wake of 'fresh intelligence inputs that the rebels can strike in towns to open a new war front', a well-placed source in police told IANS.

This, he said, was 'to divert attention of senior police officers who are in Bastar to anchor a major combing operation in the forest area' where the April 6 attack took place.

Police chiefs in all 18 districts of the state have been asked to take the inputs 'seriously' and be prepared for any such possible attacks, the official said.

Police officials also said that security had been further stepped up at important locations in the state capital Raipur, including the secretariat building, ministers bungalows, chief minister's residence and police headquarters.

Frisking of suspected people at bus stands, railway stations, busy markets, and shopping complexes in major towns is also being done in the wake of the intelligence tip-off.

The outlawed Communist Party of India-Maoist (CPI-Maoist) has admitted that it lost eight guerrillas of the total 300 that launched the assault in Dantewada on April 6.

'The three-hour-long battle that began at 6 in the morning April 6 was historic and unprecedented... We too lost eight persons out of about the total 300 People's Liberation Guerrilla Army (PLGA),' said a statement of the CPI-Maoist.

The statement in Hindi and issued by the CPI-Maoist's frontal unit DK Special Zonal Committee from an undisclosed location has signatures of top guerrillas Kosa, Ramanna and spokesperson Gudsa Usendi.

It has listed details of the attack and names of their eight guerrillas who were killed.

On top of the list is Rookmati, of Mukram village in west Bastar, apparently a woman, who was a section commander of the PLGA (People's Liberation Guerrilla Army).

According to home ministry sources in Delhi, the rebels had slit throats of two of the 76 securitymen killed, while 35 died of bullet injuries. The rest died due to splinter injuries from bombs and mines.

The Maoist statement claimed that the attackers snatched 75 weapons from paramilitary Central Reserve Police Force (CRPF) personnel including 21 AK-47 rifles, 38 INSAS rifles, seven self-loading rifles (SLR), six light machine guns (LMG), a sten gun and one two-inch mortar.

Foreign Investors guided by macro trends, not Naxals

MUMBAI: Portfolio investors are concerned over the growing violence unleashed by the Naxalites, also known as Maoists, but will continue to be
guided by the big macro trends while making investment decisions.

Strategists at foreign brokerages say most investors are aware that the recent Naxal problem could hinder investment flows if not contained. However, with the government seen as being proactive in dealing with the challenge posed by the Maoists, they do not see it impacting their India outlook in the long term.

"These issues have been there for some time now and we recognise they will not go away in the short term. While it is a matter of internal security and must be confronted, our investors are more of a bottomline-driven lot.

At the end of the day they look at macro trends and will not shy away from opportunities. Yes, there is concern but so far the ramifications on corporates has been low (unlike Nigerian oilfields, for instance) and most investors are not worried enough to pull out," says Pankaj Vaish, MD & head Global Markets, Nomura Securities.

Mr Vaish was referring to attacks by militants on the facilities of oil majors in Nigeria, which have adversely impacted foreign investment in the West African country.

Sukumar Rajah, MD & CIO-Asian Equities, Franklin Templeton Investments also does not see these developments impacting long-term portfolio flows into the country, at least at this stage.

"We don't see this impacting FDI flows in a significant manner, unless the situation goes out of control. History suggests that increased urbanisation/industrialisation tends to throw up such conflicts, but over the long run, inclusive growth policies should help in the benefits of economic growth percolating to all segments of the society," he told ET.

The naxalite movement impacts parts of the mineral-rich states of Orissa, Chhattisgarh and Jharkhand, and some districts in Bihar and West Bengal. Steel giants such as Posco and Arcelor Mittal have been keen to invest around $10-12 billion in building new steel plants in Orissa and Jharkhand, but these plans have not fructified because of opposition to land acquisition and delays in the issuing of mining licences.

नई दिल्ली। प्रधानमंत्री मनमोहन सिंह ने गुरूवार को महंगाई पर नियंत्रण के लिए तीन कार्यकारी समूह का गठन किया। इसमें से एक समूह गुजरात के मुख्यमंत्री नरेंद्र मोदी के नेतृत्व में बनाया गया है जो मूल्य वृद्धि पर नियंत्रण के उपाय बताएगा। प्रधानमंत्री के कोर समूह की गुरूवार को महंगाई पर हुई बैठक में इन तीन समूहों का गठन किया गया। इस बैठक में केंद्रीय कैबिनेट के वरिष्ठ सहयोगियों के साथ ही आठ मुख्यमंत्रियों ने हिस्सा लिया।
उपभोक्ता मामलों से जु़डे समूह की अध्यक्षता नरेंद्र मोदी करेंगे जबकि खाद्य एवं जनवितरण से जु़डे समूह के प्रमुख होंगे योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलूवालिया। मोदी के समूह में छत्तीसगढ़ के मुख्यमंत्री रमन सिंह और असम के मुख्यमंत्री तरूण गोगोई भी शामिल होंगे। कृषि उत्पादन से संबद्ध समूह के प्रमुख होंगे हरियाणा के मुख्यमंत्री भूपिंदर सिंह हुड्डा।
इस समूह में पंजाब के मुख्यमंत्री प्रकाश सिंह बादल, पश्चिम बंगाल के मुख्यमंत्री बुद्धदेब भट्टाचार्य और बिहार के मुख्यमंत्री नीतीश कुमार शामिल होंगे। इन कार्यकारी समूहों को अपनी सिफारिशें दो महीने के भीतर कोर समूह को सौंपने को कहा गया है। कोर समूह की बैठक प्रधानमंत्री आवास 7 रेस कोर्स रोड पर गुरूवार को आयोजित हुई थी जिसमें मुख्य रूप से महंगाई पर चर्चा हुई। बैठक करीब चार घंटे चली।

INCLUSIVE EXCLUSION
- How to identify the really poor

For no fault of theirs, the poor have given the government much trouble. Unlike Blacks or Women, two other classes of people chosen often for favours, the poor do not distinguish themselves; and if they are identified by means of external criteria, their characteristics can be faked or forged. The temptation to do so becomes overwhelming when the government gives favours — rations, jobs, places in schools, medical treatment — only to the poor. So a large proportion of these favours goes to those who are not poor. Foremost amongst the fortunate are government functionaries who are supposed to identify the poor and pass on favours to them. They pass on the favours to themselves instead, and get ever richer. To protect the business, they infiltrate the party that gives the favours. That is how the party gets corrupted.

The corruption is good for the party; it keeps its rank and file happy and gives them an interest in getting the party re-elected. But once in a while a supporter gets pangs of conscience about the dishonesty of it all, and does some introspection. Jean Drèze is not a Congressman or a bureaucrat: on the contrary, he is a man of conscience who lives on very little and spends his life in social service. But he believes that the government should serve the people; he was one of the people who inspired the national rural employment guarantee programme. No wonder his conscience troubles him sometimes. The Congress leaders organized a grand celebration of the National Rural Employment Guarantee Act; Jean Drèze kept away from it. When the finance minister called the NREGA a magnificent success, Jean Drèze said that "this is bound to sound a trifle heroic to anyone who is familiar with the ground realities".

But unlike cynics like me, Jean Drèze is not prepared to condemn the NREGA or contemplate its termination. He keeps thinking of ways of improving it; and since he was once an economist, his ideas are often sensible. One of the issues he has seriously thought about recently is the problem of identifying the poor. In an article in the Economic and Political Weekly (XLV. 9), he and Reetika Khera start with the notoriously poor correlation between the really poor and those the government has identified as being below the poverty line: 18 per cent of those amongst the richest 20 per cent villagers had BPL cards, while 47 per cent of the poorest fifth did not have one. According to my calculations based on these statistics, the proportion of those in the two poorest quintiles who did not get BPL cards comes to 21 per cent of the entire population, and the proportion of those in the two richest quintiles who got cards comes to nine per cent. So the proportion of the population in respect of which the government made a mistake comes to 30 per cent. The proportion to whom it gave BPL cards was 34 per cent. Compare this with the 30 per cent who should have got cards and did not and those who should not have got cards and did. If proof was needed that the government's identification of the poor through its own functionaries is so inaccurate as to be worthless, this is it.

My reaction to these figures would be that the BPL was a misstep and should be wound up; the benefits of terminating it are greater than those of continuing it — except of course for the ruling party and its corrupt supporters. Jean Drèze's reaction is, let us look for a way of identifying the poor that is less manipulable. He takes four indicators that a rural household is not poor — that it has a pucca house, that it has a pucca house with many rooms, that it has six acres of unirrigated land (irrigated land being taken as equal to twice as much unirrigated land), or that it has any one of the following: a car, a fridge, a telephone, a scooter, a colour television, or electricity plus tap water plus flush toilet. Almost every household that has land above the limit also has a pucca house with many rooms; so one of the two criteria can be dispensed with. Of rural households, 23 per cent had one of the assets; besides having one of the assets, five per cent had land, six per cent had a pucca house with many rooms, and eight per cent had a single-room pucca house.

The use of exclusion criteria would be unacceptable to the government because they would exclude many of the Congress's favourites: scheduled castes and tribes (32 per cent of the households), landless (42 per cent), agricultural workers (33 per cent), households headed by women (15 per cent) and households without an adult who studied beyond Class V (39 per cent). To get them in, one would have to add an inclusion criterion.

With the four above exclusion criteria and five inclusion criteria, one has choice of 20 combinations between the two. Jean Drèze and Reetika Khera get a bit impatient at this point and work out proportions for only four combinations: an exclusionary approach which ignores inclusion criteria and rejects a household only if it meets any of the exclusion criteria; an inclusionary criterion which ignores exclusion criteria and selects a household only if it meets any of the inclusion criteria; a play-safe approach which rejects a household only if it does not meet any of the selection criteria and is then rejected by one of the exclusion criteria, and a restrictive approach which selects a household only if it meets any of the selection criteria and is not rejected by any of the exclusion criteria.

All the criteria are pretty good at including the poorest. Both the inclusionary and the play-safe approaches would bring more than 50 per cent of the richest quintile into the category of the poor, and deserve to be rejected for that reason. In other words, a programme which includes everyone who has one of the politically desirable qualities cannot be a pro-poor programme. The exclusionary and the restrictive approaches give the most desirable outcomes in the sense of covering the poor and excluding the rich. Both involve excluding those who have undesirable assets; the exclusionary approach stops there, while the restrictive approach selects from those who do not have undesirable assets only those who have one of the desirable qualities. Both give about the same results. They reject 13 per cent of agricultural workers (presumably because of other sources of income — for instance, a son working in a city), 20 per cent of landless households (presumably because they have occupations not involving land), 18 per cent of households headed by women (presumably because the women have remunerative occupations) and six per cent of households without an educated adult (presumably because it is possible to make a good living out of agriculture without knowing how to read). Of the two, the exclusion approach gives a higher coverage of the poor, and thus comes out best in my judgment. The best way to identify the poor is to exclude all who have at least one of the designated assets, and ignore all else.

Maoists protest demanding withdrawal of joint forces

West Midnapore (West Bengal), Apr 9 (ANI): The Maoists burnt vehicles at Nayagram in West Midnapore district on Friday on the third day of their shutdown call for the withdrawal of joint forces.

The rebels burnt tractors and other road construction vehicles.

It was reported that the Maoists snatched the vehicles at gunpoint and later set them on fire.

"They came and ordered us to park our vehicles beside the road. As they were armed, we did as they said. Then they set our vehicles on fire and left," said Ajay Giri, one of the drivers.

Some locals alleged that the Maoists are continuing to group in Orissa and the border areas of West Bengal.

The Maoists have called the shutdown to protest the operation Green Hunt launched by the Centre and the various state governments. (ANI)

GJM leaders meet Chidambaram over separate Gorkhaland demand

New Delhi, Apr 9 (ANI): Gorkha Janamukti Morcha (GJM) chief Bimal Gurung met Union Home Minister P Chidambaram in New Delhi on Friday over the demand for a separate state of Gorkhaland.

The talks took place ahead of the sixth round of tripartite talks on May 14, involving the Central Government and the representatives of the GJM.

"Home Minister has assured us that he will talk to the Government of West Bengal and Trinamool Congress about the new territory. Along with this, we will also talk to Trinamool and Government of West Bengal," said Gurung.

The GJM had agreed during the fifth round of tripartite talks in New Delhi to the constitution of Interim Council by next year prior to the creation of a separate state.

Gorkhas, who are ethnic Nepalese, have been demanding a separate state in Darjeeling hills, to help them protect their culture and heritage. (ANI)

But once in a while a supporter gets pangs of conscience about the dishonesty of it all, and does some introspection. Jean Drèze is not a Congressman or a bureaucrat: on the contrary, he is a man of conscience who lives on very little and spends his life in social service. But he believes that the government should serve the people; he was one of the people who inspired the national rural employment guarantee programme. No wonder his conscience troubles him sometimes. The Congress leaders organized a grand celebration of the National Rural Employment Guarantee Act; Jean Drèze kept away from it. When the finance minister called the NREGA a magnificent success, Jean Drèze said that "this is bound to sound a trifle heroic to anyone who is familiar with the ground realities".

But unlike cynics like me, Jean Drèze is not prepared to condemn the NREGA or contemplate its termination. He keeps thinking of ways of improving it; and since he was once an economist, his ideas are often sensible. One of the issues he has seriously thought about recently is the problem of identifying the poor. In an article in the Economic and Political Weekly (XLV. 9), he and Reetika Khera start with the notoriously poor correlation between the really poor and those the government has identified as being below the poverty line: 18 per cent of those amongst the richest 20 per cent villagers had BPL cards, while 47 per cent of the poorest fifth did not have one. According to my calculations based on these statistics, the proportion of those in the two poorest quintiles who did not get BPL cards comes to 21 per cent of the entire population, and the proportion of those in the two richest quintiles who got cards comes to nine per cent. So the proportion of the population in respect of which the government made a mistake comes to 30 per cent. The proportion to whom it gave BPL cards was 34 per cent. Compare this with the 30 per cent who should have got cards and did not and those who should not have got cards and did. If proof was needed that the government's identification of the poor through its own functionaries is so inaccurate as to be worthless, this is it.

My reaction to these figures would be that the BPL was a misstep and should be wound up; the benefits of terminating it are greater than those of continuing it — except of course for the ruling party and its corrupt supporters. Jean Drèze's reaction is, let us look for a way of identifying the poor that is less manipulable. He takes four indicators that a rural household is not poor — that it has a pucca house, that it has a pucca house with many rooms, that it has six acres of unirrigated land (irrigated land being taken as equal to twice as much unirrigated land), or that it has any one of the following: a car, a fridge, a telephone, a scooter, a colour television, or electricity plus tap water plus flush toilet. Almost every household that has land above the limit also has a pucca house with many rooms; so one of the two criteria can be dispensed with. Of rural households, 23 per cent had one of the assets; besides having one of the assets, five per cent had land, six per cent had a pucca house with many rooms, and eight per cent had a single-room pucca house.

The use of exclusion criteria would be unacceptable to the government because they would exclude many of the Congress's favourites: scheduled castes and tribes (32 per cent of the households), landless (42 per cent), agricultural workers (33 per cent), households headed by women (15 per cent) and households without an adult who studied beyond Class V (39 per cent). To get them in, one would have to add an inclusion criterion.

With the four above exclusion criteria and five inclusion criteria, one has choice of 20 combinations between the two. Jean Drèze and Reetika Khera get a bit impatient at this point and work out proportions for only four combinations: an exclusionary approach which ignores inclusion criteria and rejects a household only if it meets any of the exclusion criteria; an inclusionary criterion which ignores exclusion criteria and selects a household only if it meets any of the inclusion criteria; a play-safe approach which rejects a household only if it does not meet any of the selection criteria and is then rejected by one of the exclusion criteria, and a restrictive approach which selects a household only if it meets any of the selection criteria and is not rejected by any of the exclusion criteria.

All the criteria are pretty good at including the poorest. Both the inclusionary and the play-safe approaches would bring more than 50 per cent of the richest quintile into the category of the poor, and deserve to be rejected for that reason. In other words, a programme which includes everyone who has one of the politically desirable qualities cannot be a pro-poor programme. The exclusionary and the restrictive approaches give the most desirable outcomes in the sense of covering the poor and excluding the rich. Both involve excluding those who have undesirable assets; the exclusionary approach stops there, while the restrictive approach selects from those who do not have undesirable assets only those who have one of the desirable qualities. Both give about the same results. They reject 13 per cent of agricultural workers (presumably because of other sources of income — for instance, a son working in a city), 20 per cent of landless households (presumably because they have occupations not involving land), 18 per cent of households headed by women (presumably because the women have remunerative occupations) and six per cent of households without an educated adult (presumably because it is possible to make a good living out of agriculture without knowing how to read). Of the two, the exclusion approach gives a higher coverage of the poor, and thus comes out best in my judgment. The best way to identify the poor is to exclude all who have at least one of the designated assets, and ignore all else.

Army chief cites 'internal defeciencies', wants CRPF training upgrade

In first remarks on the Dantewada Maoist attack on CRPF personnel, Army Chief General V K Singh said there appeared to be internal deficiencies in the training pattern of the personnel and remedial measures were being suggested to the Home Ministry.

"There were internal deficiencies in what happened there, in training and other things. They are analyzing it," General Singh said, pointing out that the 62nd Battalion that was targeted had not been trained by the Army.

A series of high-level meetings involving top military leaders were held at South Block today by Defence Minister A K Antony following a meeting of the Cabinet Committee on Security.

"There are certain problem areas in training. At times we don't get a homogenous entity for training. This means the entire company does not come for training. In the Army, we do it as a complete setup, right from officers to down below. That's why the performance is that much better," Singh said, adding that more than 39,000 police and paramilitary personnel have been trained by the Army.

Union Home Minister P Chidambaram, while announcing a time-bound inquiry into the Dantewada attack, ruled out any direct Central role in tackling the Maoists, indicating that the onus was on the states since law and order is a state subject.

"Our role from day one is to only assist the state governments," he told reporters following a meeting of the CCS.

"We will provide paramilitary forces to state governments to regain territory lost to Maoists so that the state governments can then restore the democratic process and institutions in those areas," he said.

He did not go any further, saying, "Let me not elaborate."

Why forces lost in Bastar jungles Post

Fighting a faceless enemy, the Central Para Military Forces (CPMF) deployed in the Maoist hotspot of tribal Bastar region are facing several odds — language problem, lack of intelligence inputs and coordination with state police, no proper training in jungle warfare and inability to win the confidence of local people — making them more vulnerable to attacks from the highly motivated rebels.

In the five districts of Bastar region -- which is bigger than Kerala and many other states in area -- 17 battalions of CPMF and one battalion of the Chhattisgarh Armed Force are deployed to take on the Maoist guerrilla fighters, who are supported by many 'sangams' or village-level supporters. The sangam members extend logistic support to the rebels and also form part of the strong Maoist intelligence network.

Official sources said four CRPF and two BSF battalions are deployed in hyper-sensitive areas of Dantewada district. Similarly, three battalions of CRPF are deployed in Bijapur district, followed by one CRPF battalion in Narayanpur, two CRPF battalions in Bastar, five BSF battalions in Kanker and one CAF battalion in and around Jagdalpur, the divisional headquarters of Bastar.

Tuesday's worst-ever Maoist attack has brought to focus the issues plaguing the paramilitary forces fighting the rebels in the forested and hostile terrain and the precision in Maoist planning in executing a major action.

While the police and CRPF top brass are still visiting the site and corroborating statements of the seven survivors to find out what went wrong during the attack, police insiders pointed out that some time back word had spread that the rebels were planning to strike a few police stations, located on the national highway and other main routes, in Bastar district.

Subsequently, steps were taken to strengthen the security. "Now it is being suspected that the rebels themselves had spread the word to divert police attention towards Bastar district while they were preparing for a major strike in remote forest location in Dantewada," an official said.

"Konta block has been a safe haven for Maoists as it borders four states -- Andhra Pradesh, Orissa, Maharashtra and Madhya Pradesh -- and borders always remain a weak point," says former Madhya Pradesh DGP A N Singh, who had served in this region. "I had inkling about the risks involved and that Green Hunt could soon turn into a major tragedy."

"A force like CRPF has got many limitations, particularly when they are deployed to take on the Maoists in a forest terrain like Bastar. They do not have proper training in jungle warfare. The condition in the forests is horrible during summer and only those who are well acclimatized to the humid conditions could stay there and fight such a war."

Singh said lack of knowledge of local Gondi dialect was a major problem for paramilitary personnel, who find it difficult to gather intelligence inputs. "Since Gondi dialect is somewhat close to Telugu, there has to be some recruitment of Andhra cadre officers for intelligence gathering," he said.

New Delhi: Underlining the brutality of the Naxal attack in Dantewada, it has now emerged that two of the securitymen — at least one of them from the CRPF — had their throats slit by their attackers. Over 35 of the 76 killed had died of bullet injuries.

While there was intelligence input from Central agencies on the presence of a large number of Naxals in some parts of the forest, which prompted the operation in the first place, sources said the role played by a "rogue informant" who possibly "misled" the CRPF posse and got them trapped is also being examined.

And, according to telephone intercepts, the Maoists could have lost as many as eight of their cadres in the encounter.

These intercepts by intelligence agencies have established the identities of the eight People's Liberation Guerilla Army (PLGA) members killed in the ambush: Rukmati, Vidyal, Singhal, Waghal, Raju, Ratan, Mangu and Ramal.

Auction today, 9 companies in race for 3G spectrum

New Delhi: The government is thinking of a second round of auction for third generation (3G) telecom spectrum, even as the 3G auction begins on Friday.

It may go in for auction of another two slots for 3G after a year. A senior official of the Department of Telecommunications (DoT) told Business Standard that it was considering 'refarming' (reassigning) of the 900 MHz spectrum, being used by GSM service providers such as Bharti Airtel and Vodafone Essar. The idea was to use this in future for 3G mobile services.

Globally, the 900 MHz spectrum is used in offering 3G mobile services, as it is a high-efficiency band. The cost of deploying a network in this frequency is much less.
"Two more operators can be accommodated in the 3G space after another auction, if we are able to go ahead with refarming of the 900 MHz band," the official said. The Telecom Regulatory Authority of India is already looking into the various issues in refarming spectrum.

In refarming, existing users are allotted a different frequency, while the existing bands are assigned to communication services that yield greater economic or social benefit.

However, an analyst said it would not be easy for the government to refarm the spectrum, as operators are already operating on that frequency. Their network would have to be upgraded or overhauled completely in some cases.

The auction, which would start tomorrow, is expected to take a few weeks to complete. DoT is expecting revenues of Rs 35,000-45,000 crore from the auction of 3G and Broadband Wireless Access (BWA) spectrum.

In 17 circles, three slots would be auctioned, while in the rest of the circles, four slots are available for auction. State-run telecom majors Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL) have a slot between themselves in each of the 21 circles already.

The base price for pan-India 3G auction is Rs 3,500 crore, while for BWA it is Rs 1,750 crore. Two slots are available for auction in each circle for BWA.

There are nine final bidders for 3G -- Bharti Airtel, Reliance Communications, Idea Cellular, Aircel, STel, Tata Teleservices, Videocon, Etisalat DB and Vodafone Essar. For BWA, the 11 contenders are Aircel, Augere, Bharti Airtel, Idea Cellular, Infotel Broadband, Qualcomm, Reliance Wimax, Spice Internet, Tata Communications, Tikona and Vodafone Essar.

69 schoolchildren fall ill after mid-day meal

Howrah, Apr 9 (PTI) As many as 69 primary school children fell ill after eating the mid-day meal served by their school at Nakol here today. The children are undergoing treatment and out of danger, block medical officer (Shampur) Jayanta Rout said.

The affected students of Malipur primary school were rushed to nearby hospitals. The hospitals'' authorities said the children recovered after treatment and majority of them were allowed to return to their homes.

Village head Shyamal Satpathy said the incident is being probed.

India invites Chinese cos to infra projects

Beijing, Apr 9(PTI)India today invited Chinese companies to take part in various big-ticket infrastructure projects, saying no other country in the world offers such a big market. "Unlike China, India has grown well ahead of its infrastructure framework.

Consequently, there are huge pent-up demand. China is ideally poised to take advantage of this situation," Indian ambassador to China S Jaishankar told a trade promotion meeting in Xian, the capital of the Shaanxi province, dispelling impression that India has reservations about the participation of Chinese companies.

Indian officials say the country prefer Chinese firms because of better cost-efficiency. Jaishankar said India is poised to spend 46 per cent of its Plan allocation to beef up infrastructure which could mean huge outlay.

Prime Minister Manmohan Singh had recently said the country would need to spend one trillion dollars over the next five years to build world class infrastructure. "By focusing more on heavy industries and beginning its reforms 15 years ahead of India, China has actually completed many of the changes that India is just planning.

As a result, in many infrastructure areas, you have capacities, but now decreasing domestic demand. There are not too many markets other than India that offer such large scope for projects.

"To take full advantage, it is important that Chinese companies are perceived as dependable and competitive," the envoy said. Jaishankar who is aggressively campaigning to push Indian products into China by organising various trade promotion events, said Indian industry too has significant opportunities in China.

India in cooperation with the China held its first IT promotion event in Beijing recently to make foray into Chinese domestic markets. "In sectors like IT, pharma, specialised engineering and manufacturing etc, there is scope that we will be seeking to exploit," Jaishankar said.

Indian IT can bring real value for the Chinese companies to go global he said adding that Indian pharma firms can meet the expanding requirements of Chinas healthcare system. he said, adding both the countries must become reliable and long-term partners to realise our shared interests.

The India business event took place at Xian as part of the 14th East-West Trade and Investment Fair. An MoU was signed between CII and the Shaanxi China Council for Promotion of International Trade.

Heavyweights, giants and a minnow battle it out for investors' attention in the coming week, each with the potential to scramble already jittery financial markets.

Promises of emergency help from the European Union and International Monetary Fund have failed to calm markets about a possible default and banking crisis in a euro zone member.

During the past week, stocks slid, the euro fell and euro zone government bond yield spreads widened to record levels all as a result of Greece's travails.

It has now brought urgent calls from investors for authorities to act rather than just promise.

"We'll probably get lots of confusing noise in coming weeks on this front, but at the end of the day, I think we'll get an IMF programme (co-financed by the euro-zone) before the end of the month," Erik Nielsen, chief European economist at Goldman Sachs, said in a note.

The trigger may be the continuing rise of Greek bond yields, now well over 7 percent and getting close to a level that would make it hard for Greece to afford needed borrowing.

Athens needs to refinance 8.5 billion euros of debt maturing on May 19.

An informal meeting of EU finance ministers on Thursday will be closely watched, even though it officially cannot take any decisions.

BRICS FLEX

The meeting of the world's emerging market powerhouses in Brazil is another sign of the changing global landscape facing investors.

Representing 40 percent of the world's population and around 20 percent of the global economy, the four BRIC countries' decisions carry increasing weight, even if they argue that they are not seeking to replace the G8 of wealthy nations.

The meeting -- theoretically about mutual trade and investment -- will be closely watched primarily by currency traders given that the group has previously talked of becoming less dependent on the U.S. dollar.

It also comes as speculation grows about an imminent revaluation of the Chinese yuan. Investors are focusing on the scale of the move with forecasts for a widening of the dollar/yuan band ranging from 2 to 5 percent by the year-end.

The Brasilia summit is unlikely to be the locale for any such decision, but as with President Hu Jintao's visit to Washington for a nuclear security conference during the week, the issue will be the elephant in the room.

Billionaire financier George Soros reckons Hu's presence in Washington means that a deal is already in the works.

"President Hu would not be coming to the nuclear disarmament conference in Washington if immediately thereafter there would be a confrontation on the (yuan)," he told Reuters in an interview.

Yuan revaluation, meanwhile, would have a large impact on investors, not just because of a possible impact on China's purchase of U.S. Treasuries but also because of what a stronger yuan might mean to other emerging markets.

Brown Brothers Harriman noted that exports into China from the United States, Japan and euro zone were relatively eclipsed by those of Asian countries.

"China/Hong Kong is the number one export market for Korea (30 percent), the Philippines (35 percent), Singapore (20 percent), and Taiwan (38 percent)," Win Thin, BBH senior currency strategist, calculated.

COMPANIES REPORT

On a more predictable level, the week ahead also brings investors the latest data on companies as the first-quarter earnings season kicks off, mainly for U.S. firms.

Among the big companies to report are JPMorgan Chase & Co, Bank of America, General Electric, Google and Intel.

European firms get into the swing a week later, but Rio Tinto's come out on Thursday.

Thomson Reuters Proprietary Research shows analysts expecting companies in the U.S. S&P 500 index to report earnings-per-share growth in the first quarter of 36.8 percent, year-on-year.

Financials are likely to see the biggest percentage gains -- 205.2 percent, according to Thomson Reuters, because of weakness a year ago as well as a recovering economy.

Who funds Maoists? The govt

New Delhi, April 8: Ironic and incredible though it may sound, a chunky portion of funds for Maoists comes from the government and its related agencies. The Maoist milch cow, especially in south Chhattisgarh, is the NREGS, the government's pet mass welfare project.

There is no established estimate of the quantum of the Maoist heist on rural employment guarantee funds, but a top officer in Raipur guessed it could be as high as 70 per cent. "It's simple," he said, "NREGS funds flow directly to sarpanches and most of them in Bastar are either backed by Maoists or dominated by them, it's ready cash for them."

The NREGS is currently on an expanded budget — up a Rs 1,000 crore from the Rs 39,100 crore granted by the Centre last year — conservative estimates are that nearly 40 per cent of that kitty is flowing into Maoist-dominated areas, which also happen to be some of the country's most backward and poverty-ridden.

The Union minister for rural development, C.P. Joshi, has often helplessly admitted to a Maoist paw on NREGS funds; his officials, though, have not tabulated the extent of its grab.

"It's tough to do that," said one, "we know that there are other sources of leak, such as local corruption, but it can safely be said that in states like Chhattisgarh, a substantial amount of NREGS funds are literally looted away by Maoists."

Extortion, the officer held, remains a major provider to Maoist coffers, but increasingly they have come to rely on siphoning off development funds. "Look at the bitter twist of it from our point of view: development is prescribed as the essential antidote to Maoists, and yet funds meant for development are helping them expand."

Asked if the government could do nothing to plug the leak, he retorted sardonically: "Stop development, that's one way to starve the Maoists."

Maoist leaders themselves are open about what they call "utilising" development funds. During several conversations over a week in the Dandakaranya jungles of south Bastar last year, middle-ranking Maoist military commanders justified to The Telegraph the idea of "controlling and channelling" welfare funds.

"This is public money and we are the public too, we live and work among them," one of them said. "One of the reasons these areas have remained backward is that officials and contractors have eaten away whatever public money came, we are now utilising it for the benefit of the public."

Asked how, she said: "We run mobile dispensaries, for instance, and feed the hungry, the government has not done that all these years." She admitted, too, that part of the public funds they lay their hands on is meant for Maoist muscle. "Consolidating and strengthening the peoples' movement and the peoples' army," is how she put it.

In areas that Maoists hold, or dominate, barely anything moves without them getting a cut from it. Timber and public works contractors must regularly pay them a cut, coal and iron ore transporters — government and private — must buy safe passage, industry, big and small, must cough up protection money.

One big industrial house is able to fast-belt raw materials from Orissa to processing units and ports in Andhra Pradesh right through the Maoist hotbed of Chhattisgarh. It's an open secret that comes at a huge — though unnamed and unacknowledged — price.

Yet, the oft-held impression of the Maoists being a force flush with the surpluses of their loot could be misplaced.

A big part of their modern arsenal is made up of acquisitions in successful raids on government armouries; the rest comes either from commercial deals with insurgents in the Northeast and Nepal, or, often, as fraternal aid from revolutionary groups in the region.

But all of that does not add up to making them an armed-to-the-teeth blitz force.

A senior paramilitary officer, who has conducted anti-Maoist operations in Chhattisgarh and Andhra Pradesh, said the Maoists' military prowess needed to be demystified and put in the perspective of how they use what they have, speaking in near-laudatory terms of the Maoists' frugality and fighting discipline.

"They have become better funded than before, surely," he said. "But it is not as if they are prosperous bandits having a lavish picnic in the jungles. Their modern weapons — both looted and purchased — they use very judiciously, even when they suffer casualties, they make sure weapons and ammunition are not lost with the dead.

"Most of the cadres have only country weapons, their modern weaponry is in fewer hands and used to optimal purpose, as in the strike near Sukma. They live rudimentary lives, eating and dressing simply, almost at no cost. Commitment does not cost money."
